Commissioner VanScoy questioned where the childcare facility was located. <br />City Planner Anderson reviewed the location of the childcare facility in the retail node explaining <br />it was directly adjacent to the proposed indoor shooting range. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, Brauer, <br />Field, Maul, and Nosan. Voting No: None. Absent: None. <br />Chairperson Levine closed the public hearing closed at 8:35 p.m. <br />Commission Business <br />Commissioner Bauer thought the required 50 parking stalls was excessive. <br />City Planner Anderson commented the building square footage went into the parking requirement <br />calculations. He recommended the minimum parking standards be maintained as this would <br />allow for customers to wait onsite if the range was full. <br />Development Services Manager Gladhill commented the Commission could allow the applicant <br />to have proof of parking instead of the required 50 parking stalls. <br />Commissioner Bauer questioned if the building would be expanded when the second shooting <br />bay was completed. <br />City Planner Anderson stated the building would not require an addition. <br />Commissioner VanScoy suggested the conditional use permit specify that the applicant would <br />have an indoor shooting range along with enclosed retail activities. <br />City Planner Anderson reported enclosed retail was an allowed use in this zoning district and did <br />not require a conditional use permit. <br />Commissioner VanScoy asked that a provision be added to the conditional use permit requiring <br />all guns be stored in a safe or vault when no one was onsite. <br />Development Services Manager Gladhill recommended the language reflect the amendment <br />made Ordinance #14-01. This friendly amendment language stated all weapons shall be secured <br />per direction from the Police Chief and the provisions of which shall be negotiated in the <br />Conditional Use Permit. <br />Planning Commission /January 9, 2014 <br />Page 8 of 12 <br />
