Commissioner VanScoy had a fear of someone breaking into this property and walking away <br />with numerous guns. If the guns were stored in a vault or safe overnight, this could not happen. <br />Development Services Manager Gladhill suggested the friendly amendment language read the <br />weapons shall be secured in a vault or safe per direction from the Police Chief. <br />The Commission agreed with this recommendation. <br />City Planner Anderson reviewed several language changes proposed by the applicant to the <br />Findings of Fact. He requested these changes be reflected in the Findings of Fact approved by <br />the Commission. <br />The Commission supported the proposed language changes. <br />Commissioner Brauer asked if the Findings of Fact language should reflect that the range would <br />be professional designed and constructed. <br />Mr. Wellman discussed how the indoor shooting range vendors would construct and certify the <br />work completed. He explained he would have no part in the construction of the range. He <br />supported the Commission adding language that the indoor range would be constructed by a <br />professional vendor. <br />City Planner Anderson suggested the language read the applicant will construct a professionally <br />designed 1 bay 10 lane indoor shooting range. <br />The Commission supported this language. <br />Motion by Commissioner Bauer, seconded by Commissioner Field, to recommend that City <br />Council adopt Resolution #14 -01 -005 adopting Findings of Fact #0920 related to a request for a <br />conditional use permit to operate an indoor shooting range at 6001 167 Avenue NW amending <br />paragraph 8 along with the proposed changes from the applicant. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Field, Brauer, Maul, <br />Nosan, and VanScoy. Voting No: None. Absent: None. <br />City Planner Anderson reviewed the language requests in paragraph 4, 12, and 15 made by the <br />applicant noting the windows would be barred internally. In addition, all firearms would be in <br />locked cases. <br />Commissioner VanScoy requested that the Resolution reflect language that ensures the guns have <br />secure storage in the overnight hours per direction of the Police Chief. <br />Development Services Manager Gladhill reviewed the language included in the Ordinance and <br />suggested this be included in paragraph 4 of the Resolution. <br />Planning Commission /January 9, 2014 <br />Page 9 of 12 <br />
