I <br />! <br /> <br />CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF CEDAR HILLS (PHASE I); <br /> CASE OF M.G. ASTLEFORD COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The proposed plat of Cedar Hills is located generally north of Industry Blvd. and east of Sunfish <br />Lake Blvd. N.W., adjacent to Hunter's Hills. The approved preliminary plat for the subdivision <br />indicates an area of approximately 60 acres proposed to be subdivided into 114 single family urban <br />residential lots. The developer has requested final plat approval for Phase 1 of the plat which <br />consists of 35 lots. Cedar Hills is one of 3 subdivisions for which mx increment financing will be <br />used for the public improvements. As you may recall, on May 31, 1991, the City executed <br />development agreements for the three tax increment financing residential projects. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Approved preliminary plat <br />Proposed final plat of Cedar Hills, Phase I <br />City Staff review letter dated September 4, 1991 <br />Proposed resolution granting final plat approval <br /> <br />Observations: <br /> <br />On September 27, 1988, the City of Ramsey received application from Wally Anderson, <br />ARADCO, Inc. for the subdivision of lands for the proposed Cedar Hills Addition. <br /> <br />On December 8, 1988, the developers of Cedar Hills, Chesmut Hills and Windemere Woods <br />presented their joint Park Concept Plan to the Ramsey Parks and Recreation Commission. <br /> <br />On May 11, 1989, the City of Ramsey received a letter from the Minnesota Environmental Quality <br />Board (EQB) indicating that no EIS would be required for Chestnut Hills, Cedar Hills and <br />Windemere Woods. <br /> <br />On July 13, 1989, the Metro Council authorized the expansion of the MUSA boundary to include <br />the area of the proposed Cedar Hills and Chesmut Hills Additions. <br /> <br />On August 22, 1989, the Ramsey City Council adopted Ordinance #89-20 which rezoned the <br />proposed Cedar Hills Addition from R-1 Rural Residential to R-1 Urban Residential. <br /> <br />On October 12, 1989, the Ramsey Park and Recreation Commission recommended acceptance of <br />the park concept plan for Cedar Hills, Chesmut Hills and Windemere Woods. <br /> <br />On June 12, 1990, .the Ramsey City Council approved the Phasing Plan for Cedar Hills, Chestnut <br />Hills, Chestnut POnd and Windemere Woods. <br /> <br />On July 10, 1990, the Ramsey City Council granted preliminary plat approval to Cedar Hills. <br /> <br /> <br />
