City Engineer ]ankowski referred the Council to the Site Plan Analysis prepared by Sylvia l~rolik. This Site Plan Analysis summarizes rr, quimments and standards enforced on business expansions in Rarnsey within the last two years. Mr. Jankowski noted that in only two of those cases were the requirements for blacktopping waived b~cause the two applicants were planning additional expansions in the very near future. Six other cases were required to pave and two of those were also located on an unimproved street. Motion carried. Voting Yes: Acting Mayor Kenneth Peterson, Councilmembers Pearson, DeLuca and Cich. Voting No: None. Absent: lv;lavor Reimann. Introduction of an Ordinance Amending Chanter 9 of the City Code Relating. t9 Adult Use and Other Provisions Affectin~ Land Use. Acting Mayor Peterson noted that the Planning and Zoning Commission met on October 22, 1990 to review the proposed Ordinance Amendment. The Planning and Zoning Commission met until 10:30 p.m. and did not complete their review. The), scheduled another meeting for October 29, 1990 to complete their review and recommendations on the Ordinance Amendment. Acting Mayor Pcterson advised that the City Council schedule a special Council meeting for October 30, 1990 to act on the recommendation of the Planning and Zoning Commission. Motion by Councilmember Pearson and seconded by Councilmember C/ch to table Introduction of an Ordinance Amending Chapter 9 of the City Code Relating to Adult Use and Other Provisions Affecting Land Use until a special City Council meeting on October 30, 1990 at 5:30 p.m. at City Hall. Mr. Auspos stated that the application fee has been paid and the investigation has been completed. Mr. Auspos recommended approval of Mr. Nissen's request for a license contingent upon installation of exit lights at the facility and payment of the $1,500.00 annual license fee. Motion by Councilmember Pearson and seconded by Councilmember Cich to approve F/h'. Ralph Nissen's request for a license to operate a pawn shop for a term to expire one year after issuance contingent upon meeting the requirement for exit lights and payment of the $1,500.00 annual license fee.
