Hakanson
Anderson
Assoc.. Inc.

Lnginee[s, Surveyors &
Landscape Architects

October 21, 1991

Mr. Steve Jankowski
city Engineer
city of Ramsey
15153 Nowthen Blvd. NW
Ramsey, MN 55303

Re:

Project 91-01 Trunk Sewer & Water
Comments on Bids, Review of Schedules

Dear Steve:

Part A - Bids & Award:

The Advertisement for Bids attracted 12 responses with bidders
including the majority of the larger sewer and water contractors in
the area. The bids are deemed very good, likely reflective of the
recent economy and the project being winter work in an otherwise
slack time. The prices appear to be a result of very competitive
bidding.

An alternative was included to delete the trunk watermain across
wetland l14P. As anticipated, the deductions was not very much.
The $30,000 deduct represents little more than the cost of
materials for the 1670 feet of 12 inch watermain. In essence, the
installation of this trunk water main connection is being almost
incidental to the sanitary sewer excavation and work. We strongly
recommend the award to include construction of this watermain.
This east to west trunk watermain is a critical system component to
interconnect and loop the trunk water mains from the Nowthen
Boulevard areas to the trunk watermains in the Sunfish Lake
Boulevard and County 116 area. This interconnect is vital to
system operations to properly distribute flow and pressure.
Construction now is very inexpensive. Construction later will
likely cost several times the current expenditure.

Part B - Project Schedulinq:

This trunk project is part one of a three part contracting process
that is in a fast track design and bid process to meet development
schedules. Part two consists of the sewers and watermain located
within the four plats west of wetland l14P. This work is currently
being bid for likely award in late November. The final part is the
street construction which will be bid for early spring 1992 award.

222 Monroe Street
Anoka, Minnesota 55303

612/427-5860
Fax 612/427-3401
