Mr. Steve Jankowski <br />Page 2 <br />October 21, 1991 <br /> <br />It is critical to the schedule that the trunk sewer project be <br />underway very soon to allow winter work and spring completion. The <br />project specifications refer to "timely award of contract". All <br />bidders, including the low bidder, envision starting the project <br />immediately, i.e., by early November. <br /> <br />1. Easements <br /> <br />Ail necessary right-of-way and easements have been described. <br />The City Council authorized condemnation. The right of entry <br />date based on the condemnation proceedings is December 23, <br />1991. The City, however, is negotiating for right of access <br />to all easements prior to that date. If the contractor is <br />prohibited from site access until the December 23rd date, the <br />project is NOT likely to be completed in accordance with the <br />specified June 15th date. It is our understanding that the <br />City has obtained right-of-entry permission to allow <br />construction to commence immediately. If this is not the <br />case, the project schedule and completion must be reviewed and <br />revised before award of contract is made. <br /> <br />2. Permits and Licenses <br /> <br />On Friday, October 18, 1991, I talked briefly with staff <br />members of the MPCA and MWCC regarding the sewer extension <br />permits. These were submitted three weeks ago and normally <br />take 4-5 weeks to process. Staff members from each agency <br />anticipate permit approval with the permits expected to be <br />issued and in hand within two weeks. <br /> <br />On Monday, October 21, 1991, I talked to DNR property <br />management staff regarding the license to place the sewer and <br />water line in the DNR wetland. There is no firm information <br />available on status of the review. This process has a nominal <br />90-day review period that we believe is being expedited. We <br />reviewed the alignment with DNR staff in summer/fall of 1990 <br />with everyone in agreement that the location in the wetland <br />was the environmentally sound choice, considering the <br />alternative was construction through upland areas that are <br />heavily wooded. Through discussion with the DNR staff, it is <br />believed that the substantive review is by the metro region <br />water personnel who have already reviewed the project. At <br />this point we do not see a problem with the license and <br />associated permits, just an uncertain time period for review. <br /> <br /> <br />
