CASE <br /> <br />REQUEST FOR SITE PLAN APPROVAL FOR A COLD STORAGE <br />WAREHOUSE; CASE OF ADOLFSON AND PETERSON, INC., REPRESENTED <br />BY JOHN WEICHT AND ASSOCIATES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Weicht and Associates have applied for site plan approval to construct a 5.250 square foot <br />cold storage warehouse for Adolfson and Peterson on Lot 2, BLock 1, HY-10 Ramsey 2nd <br />Addition. The property is zoned I-1 Industrial and is approximately 10 acres in size. All four walls <br />of the structure are proposed to be 50% stucco. <br /> <br />There is and will continue to be exterior storage on the property. City Code states that exterior <br />storage is a permitted accessory use in the I-1 Industrial District if the storage area is surfaced to <br />control dust. Adolfson and Peterson, Inc. is not proposing any improvements to the exterior <br />storage area other than applying crushed granite to the approaches to the warehouse. <br /> <br />City Code also requires accesses and off-street parking to be hardsurfaced and curbed. Adolfson <br />and Peterson is not proposing any of these required improvements because of the nature of the use <br />of the property, the fact that there will be no employees at the site on a regular basis, and that the <br />property is proposed to access onto the future extension of Industry Avenue (the site is currently <br />using a temporary access directly onto Armstrong Blvd.). <br /> <br />City Code requires that screening be 5 feet tall. Because of the lack of facilities and personnel on <br />the site to care for trees, the developers are proposing to plant seedlings along the north fence line. <br />In their opinion, the seedlings would take a minimum amount of care and substantial ~owth can be <br />realized by the time Industry Avenue is extended and improved past the property. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />c) <br />d) <br /> <br />Site location map <br />Proposed revised site plan dated received by the City October 10, 1991. <br />Architectural drawings <br />City Staff review letter dated September 26, 1991 <br />Proposed Development Permit <br /> <br />Observations: <br /> <br />On September 10, 1991, the City received an application from John Weicht and Associates and <br />Adolfson Peterson for site plan review of a cold storage warehouse. <br /> <br />On October 1, 1991, the Planning and Zoning Commission reviewed the proposed site plan and <br />recommended approval of same with the following conditions and terms: 1) That in addition to <br />establishing some plantings along the north property line to screen the use from the future <br />extension of Industry Avenue, screening also be established along Armstrong Blvd. N.W.; no <br />minimum size requirements were placed on the screening. 2) That the applicant be required to <br />pave a 50 foot long approach to Armstrong Blvd. N.W. 3) That the Development Permit be <br />drafted to require that the accesses to the site be paved and curbed at the time Industry Avenue is <br />extended and improved past the subject property. 4) No hardsurfacing requirements be placed on <br />the exterior storage area. <br /> <br /> <br />
