MEMORANDUM <br /> <br />TO:. City Council <br /> <br />RE: <br /> <br />Revisions to the Comprehensive Parks and Open Space Plan <br /> <br />FM: Mark Boos, Parks/Utilities Coordinator <br /> <br />CC: <br /> <br />Park and Recreation Commission <br /> <br />At the May, 1991 public hearing and subsequent City Council case adopting the Parks <br />Comprehensive Plan, it was discussed and agreed that periodic revisions to the Plan would <br />be inevitable. At that time the Park and Recreation Commission's 1992 Capital <br />Improvement request had not been prepared and the Five Year Capital Improvement <br />Program (C.I.P.) had not been revisited. <br /> <br />Revisions necessary to the Comprehensive Plan at this time then would be only an update <br />of the C.I.P. <br /> <br />The Commission, in developing the 1992 request of the Five Year C.I.p., and recognizing <br />the dynamic nature of specific park needs, determined that the C.I.P. portion of the <br />Comprehensive Plan may have more value in pumhase planning if it would focus on <br />identified concrete needs as opposed to worthwhile but less urgent capital improvements. <br />The new Five Year C.I.P. reflects this. <br /> <br />The City should and will continue to consult and plan using the Comprehensive Plan as a <br />tool, but should not be limited to items contained in it, nor be obligated to fulfill plans and <br />concepts in the text. <br /> <br />The Commission intends to recommend development in all recreation areas without bias. <br />So, while a Park or amenity may not be named in the current Five Year C.I.P., <br />improvements will, when possible, still be made outside the of the Five Year Plan. These <br />improvements are determined as needed and accomplished by donations, within operational <br />budgets, in house, by special City Council appropriations or a combination thereof. <br /> <br />Attached for your review: <br /> <br />Park and Recreation Commission revision to the Park and Open Space <br />Comprehensive Plan (Five Year C.LP. as of I0-9I) <br /> <br />1992 Capital Improvements request <br /> <br />Previous Five Year Plan <br /> <br />10-17-91 <br /> <br /> <br />
