§ 5.09 Animal~ & Fowl <br /> <br />member~ shall serve a three year term, two members shall serve <br />a two year term, and member shall serve a one year term. Any <br />member is eligible for reappointment at the end of h/s/her term. <br />At least 4/5 of the Horse Care Commission shall be residents of <br />the City of Ramsey. ' <br /> <br />The Horse Care Commission shall be a Commission of the City <br />and as such shall be required to keep minutes of its meetings end <br />comply with the open meeting laws of the State of Minnesota. the <br />Horse Care Commission shall be advisory only to the City Council <br />and the Commission is not empowered with any independent <br />authority to take final action on any of the duties assigned to it <br />herein. <br /> <br />5.09.06 Regulations for keeping of wild anim~l~ <br /> <br /> Subdivision 1. Purpose and intent. It is the intent of this section to <br />establish regulations which will allow as a conditional use the keeping of ~dld <br />animals, with a wild animal license in certain zoning districts. The City <br />recognizes that wild -nlmals require special handling to assure that the health, <br />safety and welfare of the public is protected and all land use conflicts are <br />minimized. <br /> <br />Sub& 2. Rules and defin;tions. <br /> <br />Rules. The language set forth in the text of this section shall be <br />interpreted in accordance with the following ru]es of <br />construction: <br /> <br />Words used in the present tense shall include the future; <br />words in the singular shall include the plural, and the <br />plura] the singular. <br /> <br />2. "Shall" is mandatory and not discretionary and "ma)'" is <br /> permissive. <br /> <br />Definitions. For the purpose of th/s subsection, the £ollowing <br />terms shall have the meanings given them by this section. <br /> <br />At Large means a wild anLma] that is outside of its <br />secondary enclosure, or when the wild ~n~ma] is outside of <br />its primary enclosure but with~ its secondary enclosure and <br />not ~m the presence of the owner. <br /> <br />City means ~e City ofl~m~ sey. <br /> <br />Dwelling means a building or portion thereof designed or <br />used exc]usive]y for residential occupancy, <br /> <br />Handling means feeding, manipulating, transporting, <br />restraining, treating, trm~, working or perforr~fing any <br />similar activity, v~th respect to a wild animal. <br /> <br />Printed 12,/28/90 <br /> <br /> <br />
