CASE

INCLEMENT WEATHER POLICY
By: Ryan Schroeder, City Administrator

Background:

On November 1, 1991 there was an occasion on which the severity of the weather caused the City
offices to be closed. Because we do not have an existing inclement weather policy, there was
some confusion as to how to close, who should close and what occurs after the closure of the
facility. As we discussed, the City Administrator will make a determination after conferring with
the Mayor and, in the Mayor's absence, the Mayor pro-tern as to whether the offices will be
closed. The City Administrator will then contact WCCO Radio in order to provide for a broadcast
of the closure of our facility. Employees will be alerted that they are to listen to WCCO Radio. If
it is broadcast that we are closed prior to the shift start time, then the employee will be paid as a
regular workday. If, however, the office is not officially closed, staff will be instructed to take
vacation time or comp time for any absence from work that occurs. If the office closes after start
of shift, payment will be made for the remainder of the day with comp time or vacation taken for
time absent from work prior to official closure. This policy will apply to office employees only
and does not include Public Works or Public Safety employees. In circumstances where the City
Administrator is out of town, the Finance Officer will provide for the decision on whether or not to
keep the facility open.

Review Checklist:

City Adminislrator
Police Chief
Finance Officer
City Engineer

CC: 11/26/91

/o/
