It is hereby determined that ?.he uses, s~-uctures, activities <br />and causes of blight or blighting factors described in this section, if allowed to exist, <br />~dl] ~end ~o result in blighted and undesirable neighborhoods so as to be harmful to <br />the public welfare, health and safety. No person shall maint, am or pe~,,dt to be <br />maintained any' of these causes of blight or blighting factors upon any proper~y in <br />the City o~ed, leased, rented or occupied by such person: <br /> <br /> a. In any area zoned for residential purposes, the storage upon an), <br /> proper~y of junk automobiles. ~vr the purpose of this section, the <br /> term "junk automobiles" shall include an)' motor vehic]e, part of <br /> a motor vehicle or former motor vehicle, s~ored in the open, which <br /> is no~ currently licensed for use upon the highways of the <br /> state,and is either <br /> <br /> 1. unusable or inoperable because of lack of, or defects in <br /> component parts; or <br /> <br /> 2. unusable or inoperable because of dmmage from collision, <br /> de~.eriora~ion,or having been carmib~zed; or <br /> <br /> 3. beyond repair and therefore not intended for future use as a <br /> motor vehicle;or <br /> <br /> ~. being retained on the property for possible use of salvageable <br /> parts. <br /> <br /> b.
