There exists several acres of bulldozed <br />windrows of dead and rotting pine trees, and man3' more acres of over-dense pine plantation. <br />Attached for your review are prior communications regarding f'n-e safety and disposal. <br /> <br />In order to protect the health and fire safety of residents and adjoining businesses from <br />consequences of accidental grass fire, certain measures need to be taken to abate this hazard: <br /> <br />1) <br /> <br />A plowed and disked 300 foot minimum firebreak parallel to the Burlington <br />Northern Railroad fight-of-way along the South border between the piles and pines. <br />The long dry ~ass presents the possibility of accidental ignition from train or <br />highway; and <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />Additional internal plowed, disked or scraped firebreaks need to completely <br />surround and separate the piles from the standing pine trees, connecting to the south <br />border firebreak; and <br /> <br />Continue firebreak maintenance throughout the fire season; and <br /> <br />The windrow piles need to be dispersed or disposed of. Heavy equipment can be <br />used to break apart and landspread or surface spread and abate the fire and smoke <br />hazard of partially rotted piles; or <br /> <br />The windrow piles can be processed by a flail hammer or whole tree chipper and <br />land spread on-site; or <br /> <br />6) <br /> <br />Material can be hauled to Anoka Count3,, Wood Waste Disposal Site on Hanson <br />Boulevard or other disposal site; or <br /> <br />7) Other permanent disposal plan can be considered. <br /> <br />You need to also consider thinning the over-dense standing pine plantation remaining. This would <br />increase the vigor and the health of the remaining trees and decrease the fire hazard. For your <br />information, certain marketable and land restoration value exists for chips and pine poles. The City <br />of Rarn.~ey Fire Chief, DNR District Forester and Fire Warden have technical information available <br />about adequacy of firebreak construction.
