CASE # 5 <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF WOOD POND <br /> CASE OF BLH DEVELOPMENT COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />HILLS; <br /> <br />Background: <br /> <br />BLH Development Company is requesting preliminary plat approval of Wood Pond Hills. Wood <br />Pond Hills consists of approximately 72 acres proposed to be subdivided into 135 lots. The plat is <br />proposed to be developed in four phases and it will be served by municipal sewer and water. The <br />12 northernmost lots are not within the MUSA; however, they are in that area expected to be <br />approved as Phase II of the City's MUSA expansion. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Preliminary plat <br />Phasing Plan <br />City Staff review letter dated October 30, 1991 <br />Letter dated November 8, 1991 from Tom Hovey, DNR <br />Letter dated November 12, 1991 from City Engineer to Tom Hovey, DNR <br />Letter dated December 6, 1991 from Tom Hovey, DNR to City Engineer <br /> <br />At this point, I would like to provide some follow-up to certain issues raised in the City Staff <br />review letter dated October 30, 1991. With regard to Paragraph 4, Cul-de-sacs, it was noted that <br />the northernmost cul-de-sac in Block 8 is on property that is not within the plat boundaries. The <br />owners of the private property involved in the additional road right-of-way needed for that cul-de- <br />sac are not ready to commit to be included in the plat at this time. Provisions for that section of <br />roadway have until the final platting of Phase IV to be resolved. Options are bringing the subject <br />area into the plat or dedicated easements. <br /> <br />With regard to paragraph 8, Streets, it was noted that extending the street between Block 10 and 11 <br />to provide service to an adjacent parcel could result in an ultimate cul-de-sac distance of 900 to <br />1,000 feet. City Code limits cul-de-sacs to 600 feet in length. The situation has been reviewed <br />and the developable property in the adjacent parcel consists basically of a penninsula surrounded <br />by wetland. The only logical ahemative to provide street access to that small piece of developable <br />property is by the extension of a cul-de-sac from Wood Pond Hills. <br /> <br />Regarding Paragraph 9, Sunfish Lake Drive, it has been realigned to impact 120 feet of wetland <br />versus 340 feet. <br /> <br />In Paragraph 11, Access to County Road #5, it is noted that the County has expressed concern that <br />maintaining the private driveways east of Block 8 a few feet from the new roadway would be <br />unacceptable. City Staff is still recommending that the developer obtain agreements with the <br />adjacent property owners to relocate their driveways onto the newly constructed streets. <br /> <br />With respect to Paragraph 12, Grading Plan, the developer should amend the grading plan to <br />include house pad elevations and sediment control prior to final plat. <br /> <br />0°9 <br /> <br /> <br />
