()bservations: <br /> <br />()n Februar,, 7. 1990. the City received an application for the Wood Pond Hills subdivision. <br /> <br />On March 6, 1990, the Planning and Zoning Commission reviewed the sketch plan for Wood <br />Pond Hills. At that time, the recommendation was for the developer to proceed to preliminaD' plat <br />stage. <br /> <br />On March 15, 1990, the Park and Recreation Commission reviewed the plat for park dedication <br />requirements. At that time, the recommendation was for a combination of trail land and cash. <br /> <br />On September 17, 1991, the developer submitted a preliminary plat for approval. <br /> <br />On October 10, 1991, the Park and Recreation Commission reviewed the proposed preliminary <br />plat for Wood Pond Hills. The developer had requested additional park dedication credit in lieu of <br />the amount of dedicated open space on the property. The consensus was that park dedication <br />would consist of a combination of land for a trail corridor and cash. It was also determined that <br />Sunfish Lake Drive would be designated as a bicycle route. The alignment of the trail corridor was <br />tabled until the November, 1991 meeting of the Park and Recreation Commission. <br /> <br />On November 5, 1991, the Planning and Zoning Commission conducted a public hearing <br />regarding the proposed plat of Wood Pond Hills. The Commission tabled action on the plat until <br />after the Park and Recreation Commission made a recommendation on the trail corridor alignment <br />and the alignment of Sunfish Lake Drive in the northwest comer of the plat was resolved with <br />DNR. (DNR expressed concern regarding whether or not there is public need for the extension of <br />Sunfish Lake Drive. Tom Hovey of DNR also made verbal comments that if Sunfish Lake Drive <br />is constructed, it should be realigned slightly to minimize impact on Wetland 2-114P.) <br /> <br />On November 12, 1991, City Engineer Jankowski wrote a letter to DNR requesting concurrence <br />with a proposed realignment of Sunfish Lake Drive to reduce impact on Wetland 2-114P and the <br />public need for the extension Sunfish Lake Drive. <br /> <br />On November 14, 1991, the Park and Recreation Commission reviewed the plat of Wood Pond <br />Hills for trail corridor alignment. The recommendation was that the developer should provide a 35 <br />foot wide trail corridor, and that 15 feet of the 35 foot width must be above the ordinary high water <br />mark (858.1'). The Commission also determined that the developer would receive park dedication <br />credit for only the amount of land given for trail purposes; the balance of park dedication due <br />would be satisified with cash. <br /> <br />On December 3, 1991, the City received a revised grading and drainage plan from the developer <br />which realigned Sunfish Lake Drive in accordance with the City Engineer's letter to DNR dated <br />November 12, 1991. The grading and drainage plan also indicated a trail corridor in accordance <br />with the November 14 recommendation of the Park and Recreation Commission. <br /> <br />On December 3, 1991, the Planning and Zoning Commission reviewed the revised grading and <br />drainage plan received on December 3 and recommended preliminary plat approval of Wood Pond <br />Hills contingent upon the preliminary, plat also being amended to reflect the proposed trail corridor <br />and realignment of Sunfish Lake Drive.
