CASE #2 <br /> <br /> 1991 AND 1992 CITY AID CUTS <br />By: Sandra Ashley Helling, Finance Officer <br /> <br />Background: <br /> <br />The Cities Bulletin just received from the League of Minnesota Cities advises the following impacts to the <br />City of Ramsey: <br /> <br />Ramsey's Pay 1991 "Revenue Base" <br />General Fund Levy $1,459,962 <br />Debt Service Levy 18.802 <br />Total Levy $1,478,764 <br />LGA before reduction <br />for state costs 280.264 <br />Total "Revenue Base" <br /> <br />$1,759,028 <br /> <br />July 1991 State Aid Cut (2.01% of Rev. Base) <br />Dec. 1991 State Aid Cut (1.6% of Rev. For the City of Ramsey, the impact of this inclusion is not <br />significant as our only special levy is for debt service which is quite small. <br /> <br />Per the League article, Cities subject to levy limits are given the authority to levy the amount of the cut for <br />Pay 1992 in addition to the levy limit - provided such City has not lost all of their LGA.
