CASE # 3 <br /> <br /> POLICE DEPARTMENT OVERTIME <br />By: Sandra Ashley Itelling, Finance Officer <br /> <br />Background: <br /> <br />At a previous Budget Committee meeting, the ongoing cost of overtime in the Police Department <br />was discussed. I was asked to compare overtime costs to that of filling another patrol officer <br />position in the Police Department. <br /> <br />Attached is a worksheet detailing wage and benefit costs. For the purpose of this analysis, an <br />average of our current patrol officers and chief, has been used. <br /> <br />1991 City Cost for the average police officer's <br /> wages and benefits - regular hours <br /> wages and benefits - time and 1/2 <br /> <br />$26.984/hour <br />$32.687/hour <br /> <br />1991 budget funding for additional pau'ol officer <br /> wages and benefits <br /> uniforms, exams, etc. <br /> Total 1991 funding <br /> <br />$34,755 - Full Year <br /> 2,200 - one time <br />$36,955 <br /> <br />Therefore, the 1991 budget for one additional patrol officer will fund 1,130 hours of our average <br />patrol officer at overtime rates. <br /> <br />Observations: <br /> <br />As of the pay period ending 7/12/91, the City has realized 529 overtime hours paid for the police <br />department. The overtime expenditure (wages and benefits) is approximately $15,800 as compared <br />to the full year budget of $10,000. If overtime continues at this rate, the year of 1991 overtime <br />expenditure will be slightly in excess of $30,000. <br /> <br />While this would be a significant variance from budget, it is anticipated a new patrol officer would <br />not be added until this fail.
