<br />Councilmember Riley introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #14-01-005 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0920 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE AN INDOOR <br />SHOOTING RANGE <br /> <br /> <br />WHEREAS <br /> , on December 26, 2013, Total Defense Inc., hereinafter referred to as <br />Applicant, properly applied for a conditional use permit to operate an indoor shooting range on <br />th <br />the property generally known as 6001 167 Ave NW and legally described as follows: <br /> <br />Lot 2, Block 1 Muller Addition, Anoka County, Minnesota. <br /> <br />(the “Subject Property”) <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1.That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 117-51 of the Ramsey City Code on January 9, 2014, and that <br />said public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br /> <br />2.That the Subject Property is approximately 2.08 acres in size. <br /> <br /> <br />3.That the Subject Property is located in the B-1 General Business zoning district. <br /> <br /> <br />4.That the adjacent parcel to the north is zoned R-1 Residential (Rural Developing) and the <br />parcels east, west and south are all in the B-1 General Business zoning district. <br /> <br /> <br />5.That the Applicant has also submitted an application for a Zoning Amendment to amend <br />the B-1 General Business zoning district to include indoor shooting range as a conditional <br />use. <br /> <br /> <br />6.That the Applicant currently operates its retail and self-defense training business in Ramsey <br />and wants to expand their operation to include an indoor shooting range. <br /> <br /> <br />7.That Java Enterprises LLC presently owns the Subject Property. <br /> <br /> <br />8.That the Applicant will construct a professionally designed, one (1) bay indoor shooting <br />range with ten (10) lanes initially and if successful, would construct a second indoor bay <br />with up to ten (10) additional lanes. <br /> <br /> <br />9.That the indoor shooting range would be constructed within the existing building on the <br />Subject Property. <br /> <br /> <br />10.That the exterior walls of the existing building on the Subject Property consist of twelve <br />(12) inch cement blocks and the indoor shooting range will be an insert of eight (8) inch <br /> <br />
