solid grout filled concrete masonry units (CMU) in the interior of the building, with air <br />space between the exterior and range walls; the range ‘insert’ will accomplishment the <br />bullet containment and the combination of exterior walls and the range ‘insert’ will provide <br />additional sound buffering. <br /> <br /> <br />11.That the Applicant will be installing, at a minimum, the following security measures to <br />protect against theft of guns: cement bollards around main entrance, internally barred <br />windows, motion/thermal/impact sensors connected to a monitoring service, a closed <br />caption television system for additional monitoring and exterior lighting. <br /> <br /> <br />12.That all exterior lighting shall be positioned so as to deflect light away from adjacent <br />properties and public roads. <br /> <br /> <br />13.That the Applicant will not purchase, sell or stock any black powder on the Subject <br />Property. <br /> <br /> <br />14.That the Applicant has stated that there will be no firing of any black powder firearms on <br />the Subject Property. <br /> <br /> <br />15.That the Applicant will not purchase, stock or sell any type of reloading supplies on the <br />Subject Property. <br /> <br /> <br />16.That the construction design of the indoor shooting range will determine the permissible <br />caliber limits or feet per second limit. <br /> <br /> <br />17.That the indoor firing range will be separated from the retail area by a secured entrance/exit <br />through an industry standard dual-door airlock system to maintain sound and air quality in <br />the retail portion of the building. <br /> <br /> <br />18.That the hours of operation for the indoor shooting range shall be limited to Monday <br />through Saturday from 9:00 a.m. to 9:00 p.m. and Sunday from 12:00 p.m. to 6:00 p.m. <br /> <br /> <br />19.That the Applicant has agreed to work with the Ramsey Police Department toward a <br />mutually acceptable cooperative use agreement for training purposes. <br /> <br /> <br />20.That the Applicant shall comply with City Code Chapter 30 (Nuisances), including sound <br />levels, at all times. <br /> <br /> <br />21.That the Applicant shall obtain and provide a copy of any other applicable permits and/or <br />licenses from local, county, state and federal agencies. <br /> <br /> <br />22.That the Applicant shall operate the indoor shooting range in compliance with all local, <br />county, state and federal standards relating to indoor shooting ranges. <br /> <br /> <br />23.That all firearms on the Subject Property not in use in the shooting range stalls/lanes or not <br />stored in locked display cases shall be unloaded and properly cased at all times in <br />accordance with Minnesota laws. <br />RESOLUTION #14-01-005 <br />Page 2 of 4 <br /> <br /> <br />
