Richard Palmiter and Brian Pankratz, both Vice Presidents of Land Services with CBRE, <br />expressed their appreciation for this partnership with the City of Ramsey and provided a brief <br />presentation describing an overview of CBRE and its marketing efforts. Mr. Palmiter indicated <br />CBRE would immediately present Letters of Intent and provide a monthly report on their <br />activities. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to Approve the <br />Real Estate Broker Services Contract with CBRE and Phase One property listing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Riley, Backous, <br />Johns, Kuzma, and Tossey. Voting No: None. <br />7.03: Consider Ordinance #14-01 Amending City Code Section 117-114 (B-1 General <br />Business District) to Identify Indoor Commercial Recreation as a Conditional Use in <br />a Geographically Defined Area within the B-1 General Business District and to <br />Create City Code Section 117-363 Establishing Performance Standards for Indoor <br />Shooting Ranges; Case of Total Defense, Inc. <br />City Planner Anderson explained that the request of Total Defense, Inc. for door shooting <br />range at 6001 167th Avenue NW requires an amendment to City Code Section 117-114, B-1 <br />General Business District, to identify indoor recreation as a conditional use in a geographically <br />identified location within that District as well as a Code amendment to establish minimum <br />standards for indoor shooting ranges. He advised the Planning Commission favorably <br />considered the request and encouraged the applicant to make formal application. City Planner <br />Anderson completed presentation of the Code amendment and potential actions for the City <br />Council's consideration. <br />Councilmember LeTourneau stated he appreciates that Total Defense is part of the City and <br />willing to invest in Ramsey; recognizes that there is considerable community support for a gun <br />range; and, understands the need for a CUP. But, he remains concerned that this property was <br />zoned for a contrary use. He stated he is business friendly and wants to remove barriers and <br />create solutions but he struggles with this request as his greater vision is to redesign this corner <br />property for a different use and approving this use may impact that ability. <br />Councilmembers Tossey stated if the use is supported by the property owner, he would ask why <br />government should attempt to "master control" the use of this property. <br />Councilmember Riley stated he finds this to be a good use since this is not a convenience <br />location and the proposal is for a destination use. <br />Councilmember Johns stated she also had a different vision of this corner but has heard from <br />residents of this area who support the use. She agreed it is important to have a destination use in <br />this location and would not oppose the request if considered as a conditional use so there is <br />opportunity for resident input. <br />City Council / January 28, 2014 <br />Page 8 of 13 <br />
