According to the data submitted, the sound decibels ... the gun shots will be heard. <br />The sound levels coming out of the building walls is above speech level. <br />Per the facts providing to the Planning Commission and this City Council: <br />"Mr. Wellman stated the exterior of the building would have a decibel level of 65, as was allowed <br />by State Statute, from the indoor shooting range." <br />"City Planner Anderson indicated he conducted non -Minnesota Pollution Control Agency (MPCA) <br />certified decibel readings at the indoor shooting range in Anoka just for a point of reference and <br />his findings at 10 to 15 feet from the building were 64-65 decibels. When he stepped back 20 to 25 <br />feet from the building the decibel level was reduced to 59-60 decibels." <br />Speech is <br />Sounds through the walls will be <br />And this does not account for the sound, which travels by air, through the ventilation system sending <br />air outside. <br />A HEPA filter can filter toxic lead particles out of the air, but it doesn't stop air or sound traveling <br />through the air. <br />The fact is, besides physically being there, and so close, and everybody knowing it, <br />the kids and school staff will hit it every week day ... 5 days a week. <br />It just isn't known how loud. Right now, it's about the level of normal speech, or just under that. <br />It might be improved on a bit more, but the kids and school staff will hear it days a week. <br />Bang. Bang. Bang. <br />Would you want your kids to hear that 5 days a week? <br />Yes, locating that gun shooting ongoing Bang, Bang, Bang is best away from a children's school. <br />Biased support <br />Even the Ramsey Police Chief has gone on record in support of it. <br />Obviously the police chief feels safe, he and his staff carry weapons to defend themselves. <br />And he has gains to be made from the new gun shooting range, obviously. <br />Yes, the police need to practice. The community wants that. We want that to, in order to help protect <br />the <br />community, for what they can protect and arrive in time to help protect. <br />Children can't protect themselves. They need to be protected, but school incidents have shown the <br />police <br />can't arrive in time. <br />Those are very biased supporters. But they can practice in a B-2 location also. <br />Locating this gun shooting business and gun shop in an appropriate B-2 location is the right answer. <br />The police can still get their practice in at that more appropriate location. <br />Cost of upgrading and building the building within a building, special needs for a gun shooting range is <br />expensive. <br />Locating it in a more appropriate, long term location in a B-2 or country location would be better. <br />Not in an area that will have ongoing B-1 and school safety concerns and issues. <br />It does not need to be located at the requested location. <br />It does not need to create these problems that it is here. <br />It does not need to create these safety issues and concerns by many. <br />This economic development does not need to be at the expense or loss of another business. <br />2 <br />
