Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-02-038 <br />RESOLUTION ADOPTING FINDINGS OF FACT #0922 RELATED TO THE <br />CONSTRUCTION OF A CUL-DE-SAC ON 171sT AVE NW EAST OF RABBIT ST. <br />WHEREAS, on October 21, 2013, Lisa and Chad Hasbrook, hereafter referred to as <br />"Property Owner", submitted a Building Permit application to the City of Ramsey (the "City") for <br />a parcel with a Property Identification Number of 08-32-25-21-0003 and legally described as: <br />That part of the south 560 feet of the Northeast Quarter of the Northwest Quarter of <br />Section 8, Township 32, Range 25, lying west of the East 542 feet thereof; as measured <br />along north line of said Quarter, Quarter, except road subject to easement of record <br />(the SubjectProperty' ); <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Subject Property is zoned R-1 Residential (Rural Developing) and is approximately <br />9.96 acres in size. <br />2. That the Subject Property is surrounded by parcels also zoned R-1 Residential (Rural <br />Developing). <br />3. That the Subject Property is located on 171 st Ave NW, east of Rabbit St. <br />4. That when the Alicia Addition, which is directly west of the Subject Property, was approved, <br />the developer was required to construct 171 st Ave to the eastern limits of that Plat to facilitate <br />the future development of the Subject Property, but was not required to construct a full cul- <br />de-sac. <br />5. That 171st Ave NW terminates in a hammerhead rather than a cul-de-sac at the western <br />boundary of the Subject Property. <br />6. That the Subject Property now does not have the minimum road frontage required to <br />construct a single family residence. <br />7. That the City has identified multiple public safety concerns based on the existing <br />hammerhead configuration including insufficient turn -around space for snow plows and <br />insufficient maneuvering space for fire apparatuses which would result in slower fire <br />response times. <br />8. That if a driveway were installed directly off the hammerhead, there would be insufficient <br />space for snow storage, mailbox placement and trash/recycling carts. <br />
