9. That the construction of a cul-de-sac would address the identified public safety concerns. <br />10. That the cost estimate for the cul-de-sac, which was provided by the Property Owner and <br />reviewed by the City, was for $35,475.00. <br />11. That the City identified several line items that could be eliminated or reduced resulting in a <br />cost estimate of $28,975.00. <br />12. That the Subject Property is not being platted and therefore a permanent public road easement <br />(the "Easement") would be required over, under and across the cul-de-sac. <br />13. That the estimated value of the Easement is $11,500.00. <br />14. That the City has Class V gravel material that could be used as an in -kind contribution toward <br />the cul-de-sac construction with an estimated value of $1,000.00. <br />15. That the Property Owner would be responsible for hauling the Class V material to the Subject <br />Property. <br />16. That the Property Owner is not proposing to create multiple buildable lots but rather to <br />construct one single family residence. <br />17.
