amendment for a zoning change. Councilmember Johns encouraged families to remain with <br />Little Me Child Care. She stated she would like both businesses to flourish in Ramsey. <br />Mayor Strommen stated whether the decision of the Council is in line with their opinion or not, <br />everyone who has weighted in has been heard. She agreed that each on the Council brings a <br />different perspective and thanked each for being diligent in their consideration of this issue. <br />Mayor Strommen agreed this is a hard decision and while a stressful issue, all realize that is the <br />importance of serving on the City Council. Mayor Strommen stated she has an eight - year -old <br />and not that long ago had to search for daycare. She agreed it is a stressful decision in who to <br />trust with your child's care and safety. Mayor Strommen stated she wished all had parents who <br />cared as much as the parents who spoke tonight. She stated each has personal experiences on <br />what is and is not important and what is important to her in a child care setting was not important <br />to others. Mayor Strommen stated the issues raised relating to safety (guns, noise, pollution, <br />visual) have been addressed to her satisfaction. She commended staff and the Planning <br />Commission for anticipating those issues and making them part of the process. Mayor <br />Strommen stated she spent time looking at stories from other communities facing similar <br />decisions, visited several shooting ranges to experience the noise inside and outside, talked with <br />owners about their experience in addressing fears and perceptions. She stated that gave her <br />perspective and confidence in staff's research. Mayor Strommen stated she also looked to the <br />Council's Strategic Plan for guidance, noting the economic development piece focused around <br />market - driven growth, which is present with this request. She also looked at the Council's <br />adopted statement of goals that was developed from a collaborative process. Mayor Strommen <br />reviewed the parameters and goals of that statement and summary of public input about <br />redevelopment of this area that listed desired and not desired public uses. She noted the public <br />desired uses specifically include "gun range." Mayor Strommen stated she finds this ordinance <br />amendment meets the Council's Strategic Plans so she will support the rezoning. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Tossey aye <br />Councilmember Kuzma aye <br />Councilmember Johns nay <br />Councilmember Riley aye <br />Councilmember LeTourneau nay <br />Councilmember Backous aye <br />Mayor Strommen aye <br />Motion carried. <br />Mayor Strommen declared a recess at 9:23 p.m. The meeting reconvened at 9:28 p.m. <br />7:02: Adopt Resolution #14 -02 -032 Authorizing Purchase of City Phone System with <br />Integra <br />To assure full transparency relating to costs, Councilmember Tossey asked staff to provide <br />information on the costs for a backup system to trace /log calls. <br />City Council / February 11, 2014 <br />Page 11 of 12 <br />
