he is dismayed the owner of Little Me Child Care chose to not participate. He felt the concerns <br />of the owner of Little Me Child Care were based on speculation and suggested a solution may be <br />for Little Me Child Care to erect a privacy fence between it and the shooting range. <br />Tom Gonyea, 15250 Wayzata Boulevard, Wayzata, stated he had nothing new to add. <br />Shane Bennett, 14878 Peridot Street NW, described his background in law enforcement and <br />enjoyment of hunting. He stated Total Defense provides education in gun safety and he believes <br />it will be a good use for Ramsey. He stated he currently uses a gun range in Blaine and many <br />times it is a date night with his wife. Mr. Bennett stated he has shot thousands of rounds at gun <br />ranges and never had an accidental discharge. He noted gun ranges have to follow strict <br />guidelines and his research found the sound of children in a playground is at 80 decibels, which <br />may drown out sounds from the gun range that may be heard. Mr. Bennett stated his shooting <br />bag looks like a diaperbag/purse, and not out of the norm for a child entering the daycare facility. <br />Mr. Bennett stated he finds the design to answer all concerns expressed relating to safety, <br />believes this is a good use for Ramsey, and a good initiative that coincides with Ramsey's Game <br />Fair. He asked the Council to support the recommendation of the Planning Commission to move <br />this ordinance forward. <br />Mayor Strommen opened the floor for comment by non - residents as they are parents of children <br />at Little Me Child Care. <br />Richard Medinger, 22246 Meadowvale Road, Elk River, stated his son attends Little Me Child <br />Care and he will pull his son out if the gun range goes in. He stated he is not against guns or gun <br />ranges and does spend money in Ramsey for gas but he will do no business in Ramsey given his <br />son's safety because even a small risk is too much. <br />Andrea Jay, 14375 289 Lane, Zimmerman, stated she is a former resident, employee of Little <br />Me Child Care, and parent. She stated she believes many of the parents will leave Little Me <br />Child Care if this is approved. Ms. Jay stated she supports the Second Amendment, loves her <br />job, and relies on this income but she and her husband are not comfortable with the close <br />location, within 30 feet of her children on a daily basis. She stated she and another employee <br />answered the door when the notice was received during a time when her boss was out of State. <br />She put the letter on the owner's desk and did not inform her of it. Ms. Jay stated if the shooting <br />range was a mile away, they would be customers, but with this location it is a safety concern and <br />she is worried about losing her job. <br />Keven Bachman, 20050 West Fordbrook Drive, stated he lives five miles north of Little Me <br />Child Care, is an engineer, and supports the First and Second Amendments. He explained that <br />once he heard about this issue, he conducted an engineering and situational analysis. Mr. <br />Bachman stated it includes a recommendation on how to proceed with both businesses and <br />assure both survive by addressing the perception of safety and interaction between the two <br />environments. He presented his analysis, stated why he does not think these two businesses can <br />co -exist in close proximity, and offered suggestions for a go forward path. <br />City Council / February 11, 2014 <br />Page 8 of 12 <br />
