Motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, LeTourneau, Johns, <br />Kuzma, Riley, and Tossey. Voting No: None. <br />The public hearing was closed at 7:21 p.m. <br />Council Business <br />Mayor Strommen called the regular City Council meeting back to order at 7:21 p.m. <br />The Council acknowledged the strong relationship between the CIP and Strategic Plan and <br />indicated that it will be beneficial to highlight key CIP items when considering annual and five - <br />year budget projections. <br />Motion by Councilmember Riley, seconded by Councilmember LeTourneau, to adopt Resolution <br />#14-01-024 Adopting the City of Ramsey's 2014 -2018 Capital Improvement Program. <br />Further discussion: It was indicated the CIP is a planning tool, is available on the City's website <br />for the public's review, and does not obligate the City. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, LeTourneau, Backous, <br />Johns, Kuzma, and Tossey. Voting No: None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Resolution #14 -01 -017 Approving Joint Powers Agreement with <br />Anoka County for CSAH 5 / Alpine Drive Intersection Improvements <br />City Engineer Westby provided a brief presentation of the CSAH 5 (Nowthen Boulevard) /Alpine <br />Drive intersection improvements and terms of the Joint Powers Agreement (JPA) with Anoka <br />County. He advised that Anoka County modified the project by removing the most contentious <br />improvements for residents and the City Council in an effort to ensure the City Council would <br />approve the JPA. He described those modifications and indicated the total estimated cost to the <br />City equals $162,836.39. It was noted the City's share of the project costs will be funded with <br />Municipal State Aid (MSA) Funds and that Fund currently reserves $250,000 for 2014. City <br />Engineer Westby presented options for the Council's consideration. <br />The Council thanked Anoka County for its patience while the resident's and City's concerns <br />were being addressed. The Council discussed whether regrading old County Road 5 and <br />constructing the watermain and the trail, City projects not contained in the JPA, should be <br />addressed at this time to gain an economy of scale. <br />City Engineer Westby advised that Anoka County has stated they would rather proceed with the <br />project and not complete the watermain loop or trail with this project. However, the City can <br />complete that work on its own and coordinate it with the work of this project. With regard to the <br />cost differential between doing two projects with this project or in the future, City Engineer <br />Westby stated the watermain loop, estimated at $40,000 without engineering costs, might <br />City Council / January 28, 2014 <br />Page 5 of 13 <br />
