increase by an additional 20% if constructed as a separate project as there will be costs for traffic <br />control and other items. The trail was previously estimated at $17,000 for construction without <br />engineering. Now that the City is engineering /bidding /inspecting the trail, the cost will be <br />significantly greater but estimated to not be over $27,000. City Engineer Westby noted that <br />screening/plantings /retaining walls /fencing to buffer adjacent residences would also impact the <br />costs. He described the benefit of a looped watermain system during maintenance and repairs. <br />The Council next addressed the land that Anoka County would acquire for storm ponding and <br />whether the Park Fund would be compensated. <br />Curt Kobilaresik, Engineering Program Manager with the Anoka County Highway Department, <br />stated the Anoka County Attorney has indicated that Anoka County would acquire the property <br />through eminent domain condemnation. <br />The consensus of the Council was that the acquisition funds should be dedicated to the Park <br />Trust Fund since that is what the property was dedicated for. <br />City Engineer Westby stated the improvements to re -grade old County Road 5 could be added to <br />the JPA and completed at the same time as this project. <br />Mr. Kobilaresik confirmed that is correct. <br />Mayor Strommen opened the floor for public comment. <br />Patrick Hampton, 15551 Potassium Street NW, stated he is happy with the proposal and <br />appreciates that the City and Anoka County listened to them and addressed their concern to leave <br />the south access open. <br />Councilmember Backous and Mayor Strommen voiced support to construct the trail as it <br />provided safe passage to school children, a primary concern and function of the City, noting that <br />with the exception of the intersection area, the trail would be constructed on public rights -of- <br />way. <br />City Engineer Westby explained this is an MSA route so State Aid Standards have to be <br />followed for a minimum trail width of ten feet but staff could research whether the trail can be <br />narrowed in the area of the intersection where two feet of property would need to be purchased. <br />The Council acknowledged that residents raised safety concerns about having to back their <br />vehicle over the trail; however, noted there are many locations in Ramsey where sidewalks and <br />trails cross private driveways. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Resolution <br />#14 -01 -017 Approving Joint Powers Agreement with Anoka County for CSAH 5 (Nowthen <br />Boulevard) / Alpine Drive Intersection Improvements, as written. <br />City Council / January 28, 2014 <br />Page 6 of 13 <br />
