Further discussion: Mayor Strommen noted the motion on the floor does not include <br />improvements to re -grade old County Road 5. City Engineer Westby stated if re- grading old <br />County Road 6 is not included with the Anoka County JPA, he would estimate the increase to be <br />not more than 20 %. Councilmember Johns stated her support to add that project to the JPA as <br />residents had voiced concerns about the grade and the impact of further development to the <br />north. Councilmember Backous stated his intent to oppose the motion since it did not include <br />the project on old County Road 5 and the watermain loop. <br />Amendment motion by Councilmember Backous, seconded by Mayor Strommen, to amend <br />Resolution #14 -01 -017 Approving Joint Powers Agreement with Anoka County for CSAH 5 <br />(Nowthen Boulevard) / Alpine Drive Intersection Improvements. To add re- grading of north end <br />of old County Road 5 to the Anoka County JPA, and to construct the Alpine Drive watermain <br />connection during the project but under separate contract, both at the City's expense. <br />Further discussion: It was noted the motion does not address construction of the trail. <br />Amendment motion carried. Voting Yes: Mayor Strommen, Councilmembers Backous, Johns, <br />Kuzma, LeTourneau, Riley, and Tossey. Voting No: None. <br />Motion as amended carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Tossey, <br />Backous, Johns, Kuzma, and LeTourneau. Voting No: None. <br />Motion by Mayor Strommen, seconded by Councilmember Johns, to place the sale proceeds into <br />the Park Trust Fund and made available for future construction of this trail. <br />Further discussion: Councilmember Riley agreed that the sale proceeds should be in the Park <br />Trust Fund but he did not support earmarking the funds specifically for this trail. <br />Councilmember Tossey concurred. Councilmember Johns suggested placing the funds into the <br />Park District for this area and then the decision on the trail can be made in the future. <br />Mayor Strommen and Councilmember Johns accepted a friendly amendment to remove the <br />restriction to use the funds specifically for this particular trail construction and instead to place <br />the funds in the Park District for this general area. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Backous, Kuzma, <br />LeTourneau, Riley, and Tossey. Voting No: None. <br />7.02: Approve Real Estate Broker Services Contract with CBRE and Phase One Property <br />Listing <br />Assistant to the City Administrator Brama presented the terms of the Real Estate Broker Services <br />Contract with CBRE and staff's recommendation for approval. He also presented the Phase One <br />property listing.
