I also plan to attempt some degree of secondary school liason in <br />the fall of 1993 using one of our officers to assist the Anoka <br />officer at the Junior and Senior High Schools. That officer will <br />also put some time in at the Ramsey Elementary School. This <br />assignment will be very limited and will depend on the call load <br />and general activity pattern in Ramsey in 1993. I feel that with <br />normal growth in 1992 and 1993 these personnel will in no way be <br />~edundant other than in a needed way. By this I mean that <br />redundancy is a fact of life in today's world, espcially in areas <br />where "down-time" must be avoided. <br /> <br /> To maintain the schedule of rotating vehicles out of service <br />when they reach a mileage of 60-65,000 miles and to keep the <br />benefits of accountability we should try to keep the number of <br />officers using each car to two persons, if possible. Our <br />experience has shown that the cars get better treatment in almost <br />all cases and if there is a person who shows a tendency to abuse <br />his vehicle in driving habits or by his view towards maintenance <br />this is easily observed and dealt with by the administration. In <br />1993 then we should look at purchasing an additional vehicle, <br />likely an unmarked (no roof bar) that would be used by the liason <br />person, patrol and investigation. This would involve, besides <br />the initial cost of the car, the cost for the necessary squad <br />equipment to make it a patrol un~t, including a radar set. I <br />would like to add another permanent install cellular phone so <br />that two of the patrol squads would have phone capability. By <br />planning the vehicle usage we would have a car with a phone on <br />the street at all times. The current portable would be usually <br />carried in the Investigator/Sergeant car for their use. <br /> I would like to add Case Writer, a software package, to our <br />ENFORS computer system, in 1993. What this does is allow staff <br />to place lengthy narrative into our computerized report system <br />and also ties in all aspects of the system to that narrative. By <br />doing this an officer can enter his report directly into the <br />system, Initial Report and any Supplemental Reports, bypassing <br />the need for secretarial entry for the most part. We will also <br />be looking at upgrading or replacing much of the hardware to <br />allow more user friendly PC abilities to tie in with our <br />mainframe computer. With the current cost of Case Writer at <br />about $3,900 and the additional hardware we may be looking at <br />around 8 to 9,OO~ dollars for the upgrade. <br /> I would hope that by 1993, January, there will already have <br />been a decision made about the construction or expansion of our <br />current facilities. We will be badly in need of more space for <br />secretarial/clerical, patrol and investigation, administration, <br />garaging and storage of records, equipment and property/evidence. <br />There will need to be room for photography and supplies as well <br />as an area for fingerprint processing; this can be one room <br />suitable for both functions. If any decisions are made in 1992 <br />for construction of a facility, perhaps Public Works and Police <br />combined, I am sure we won't slip a key in the lock until the end <br />of 1993. <br /> <br /> <br />
