officer (one for the officer and one as an equipment locker) and <br />find some room in the squad area to put them. Unless the City <br />acquires some other type of storage building (portable classroom <br />type of building, storage rental area) we will be overflowing by <br />mid-1992. <br /> I have scheduled an officer to take DARE training in <br />February of 1992. It is my understanding that Ramsey Elementary <br />School will be having a fifth grade starting in fall of that year <br />and this is the grade level at which DARE is taught. I feel it <br />is essential that we have our own officer do this instruction in <br />order to develop a close rapport with the students; a rapport <br />that will carry over to the rest of the officers. While the <br />officer is doing this instruction and his preparation work he <br />will not be available for patrol duties. I expect to cover his <br />absence with an officer from the Day Power or a C shift officer. <br />This will then lessen our patrol and response ability during <br />those times. <br /> <br />1993 <br /> <br /> Recently Investigator Gustafson worke'd'on an incident in <br />which a teen age girl removed from her father's home a 9mm <br />semi-automatic pistol and gave it to a male friend. Dave's <br />investigation determined that at one point there was discussion <br />among the young persons who were in the company of the person now <br />possessing this pistol that it would be used to shoot another <br />young male, a resident of this community. It appears, in fact, <br />that there had been an intention to shoot into his home one night <br />but that the perpetrators instead, at the last moment, decided to <br />shoot it out a car window and into the air. This event was gang <br />influenced and there was some direct gang relationship. I refer <br />to Minneapolis gang influence, not some local kids group. There <br />is every indication that a large share of the thefts from <br />vehicles and garages is being done with some form of gang re- <br />lationship; actual gang members or "wanna-be's (persons who <br />either would like to be in the gangs and are trying or persons <br />who aren't looking to join but try to emulate gang members). <br />Brooklyn Park is seeing a high level of gang and gang-related <br />activity as is Coon Rapids and other suburbs. As pressure is put <br />on gangs and other criminal elements in those cities they will <br />move further out. Even as it stands now cities such as Ramsey, <br />Andover, Elk River, Burns and others feel the effects of gangs by <br />way of thefts, burglaries and assaults from transients. <br /> This is not meant to be a scare tactic nor is it a tactic <br />used by me to gain personnel. In my opinion it is a prediction <br />of what we will be looking at in this decade and a caveat to <br />prepare for it. <br /> I want to add two patrol personnel in 1993, at the start of <br />the year. One of these persons will replace the Sergeant who <br />will then be removed from the routine patrol rotation schedule <br />even though he will still answer some calls and provide back-up <br />services as well as his supervisory duties. The other officer <br />will be fit into the schedule at the busiest times and also will <br />serve as a fill in officer for vacations, holidays and sickdays. <br /> <br /> <br />
