1992 <br /> I will not be requesting any additional personnel for this <br />year as I believe, unless there would be a sudden spurt of growth <br />in the remainder of 1991 and beginning of 1992, we can handle the <br />present call load. I do this only out of considerationn of the <br />apparent problems facing cities today and continuing in 1992 <br />according to the State's financial condition. We still will <br />remain understaffed and will not be preparing for the future. <br /> I will ask for a supervisory position to be created at the <br />start of this year and that will be a Sergeant. Because I have <br />gradually moved into the role of Police Chief not only in nominal <br />title, as it was in 1976, but in actual supervisory and planning <br />activities, I am having less and less contact with the officers <br />on a day to day basis. While I can reasonably determine their <br />capabilities and work production by reviewing their reports and <br />other documents this removed stance is not a good way to evaluate <br />or, for that matter, maintain a work force. Shift scheduling and <br />vehicle maintenance is a job best done by someone in a mid-level <br />supervisory capacity because of the close proximity required. <br />Currently I am performing these tasks and should really be <br />supervising those efforts anH'analyzing them for planning <br />purposes. ~e have gotten by for a number of years with the <br />senior officer (for two thirds of a day that person is actually <br />the only officer~) making decisions of import or contacting <br />myself if necessary and feasible. As we have grown however it <br />has become apparent that there needs to be a person to take ~ <br />command when I am not present or reachable. Currently I am <br />appointing a senior officer as acting-Chief for this purpose when <br />I am gone from town for four or more days and that person is <br />compensated at a rate of pay equivalent to a sergeant. With the <br />call load increasing in number and complexity there is an <br />increasing need for this type of supervision at other times. <br /> My plan for a Sergeant will be to put one of the patrol <br />officers into that position however that person will remain in <br />the patrol rotation scheme and continue on the 6-3 schedule so in <br />effect will remain having the same duties generally as a patrol <br />officer and may even be the only officer working at some times. <br />He will also, however, assume some supervisory duties such as <br />shift scheduling, fleet management, evaluation and others as <br />necessary. He will accomplish these tasks during his usual work <br />day, particularly when there is another officer present to take <br />calls. Of course we will then lose the effect of that person as a <br />patrol person for purposes of routine patrol and traffic <br />enforcement as well as response time to citizen calls. In order <br />to accomplish supervisory duties and responsibilities other areas <br />will have to suffer to some degree. <br /> There will be no need to add vehicles to the fleet during <br />1992. We will be replacing two of the present vehicle with 1992 <br />year automobiles as the 1990 cars will have around 60 to 65,000 <br />miles. I want to retain one of them and put it into duty as the <br />Investigator's car, selling then the 1985 Ford. The other car <br />will be available for a city staff unit or for public sale. <br /> Space will be at a premium in 1992. As it is we will have <br />to acquire a pair of free-standing wall lockers for the new <br /> <br /> <br />
