even more so in garaging and storage. The area for the <br />Department Secretary and Data Entry Person is not at all <br />conducive to producing a relaxed and work enhancing atmosphere. <br />Because of the small area the noise factor sometimes becomes <br />quite stressful. At any given time there can be two printers <br />working along with one typewriter, two fans, two police monitors, <br />two ringing phones and the voices of several persons. Frequently <br />there is also a disturbing, high pitched whine coming from the <br />air system ducts. The present air conditioning system does not <br />work properly for the police department areas necessitating the <br />proliferation of small fans. The Chief's office is adequate <br />however the Investigator's area is not in that with his desk, <br />computer terminal, file cabinets and typewriter with stand there <br />is scant room for persons who may be there for interview. <br /> The patrol area, while it seldom has more than two persons <br />in it at one time is becoming very crowded with supplies and <br />various devices. The officers must try to compile their reports <br />in the same room where persons may be using the copy machine or <br />other officers are using their lockers or personnel are using the <br />toilet facilities. If the Investigator is using his office the <br />officers have no .place to interview suspects, witnesses or <br />complainants in an atmosphere conducive to establishing a good <br />rapport. <br /> The small garage in the lower level accomodates one vehicle <br />and in the winter this is valuable since it is a heated area and <br />the officers can move an iced up vehicle in for thawing during <br />bad spells in the weather. There are times however that this <br />area is also used for items of evidence such as motorcycles, <br />ATV's, outboards, bicycles, etc. We also have to use it on <br />occasions to process items for fingerprints and to do <br />photography. The adjacent storeroom is filled with records, <br />found property and smaller items of evidence as well as first aid <br />supplies and some squad equipment and Crimewatch materials. The <br />lack of garage space does cause some concerns with security of <br />the police vehicles when they are sitting outside and there are <br />no personnel at the city hall. During inclement weather in the <br />winter months there is also a delay in preparing a squad for <br />service when there has been or is an ongoing ice/snow storm. <br />This was not a great problem during this past winter except that <br />there were a few times the cars did not start in the cold. I <br />also believe that the temperature extremes are not good for some <br />of the electric and camera equipment. <br /> SUMMARY OF CURRENT CONDITIONS: <br /> <br /> With eight patrol officers, an investigator and a chief <br />along with two officer persons we are just getting by considering <br />the demographics, geographics, call load and mission facing us. <br />It is a tribute to the personnel involved that we offer the <br />services to the citizens that they currently receive. We have no <br />redundancy, good or bad, built in to this department and <br />certainly there is no "fat" At the current level we are not <br />preparing for the future. <br /> <br />FUTURE YEARS; 1992 THROUGH 1996. <br /> <br /> <br />
