We are able to put some of our property, such as squad <br />tire inventory, some found property and bicycles into a steel <br />storage container located to the rear of the city hall. <br /> Currently the City participates in the DARE program by <br />contributing a per student amount to Anoka to cover the cost of <br />materials dispensed to the fifth graders by the Anoka police <br />officer who does the instruction. We have no school liason <br />officer in the primary or secondary school system. <br /> <br />CURRENT USE OF PERSONNEL AND FACILITIES <br />Personnel: <br /> The Ramsey Police cover a 24 hour daily period, seven days a <br />week, with at least one officer available for patrol and calls. <br />During the hours of 6:3Opm to 3,O0am there are two officers. A <br />day shift officer will sometimes be assisted by a "power" shift <br />that is comprised of one officer working from 10:3Oam to 7,OOpm. <br />This power shift officer however also fills in whenever feasible <br />the vacation, sick and holiday days taken by the officers. This, <br />coupled with the power shift officer's normal six-on/three off <br />schedul.e, leaves a great many days with only one day shift and <br />one afternoon shift officer. The Chief and the Investigator are <br />available for back-up during the days but do not patrol or <br />respond to routine calls. There are no supervisory levels <br />existing between the ranks of Chief and Patrolman. Officer <br />Arneson, at the direction of the Chief, has conducted two studies <br />of the departments call and activity load and by applying th~se <br />figures to three formulas created by two national police <br />organizatons has determined that we are presently understaffed <br />insofar as patrol officers are concerned (eight in our case) by <br />nearly four persons. <br /> <br />Equipment and Facilities: <br /> <br /> The current number of motor vehicles is sufficient to <br />accomplish the patrol task as well as provide transportation for <br />the Chief and Investigator. Mileage is being kept to <br />approximately 35,000 miles per car per year and this fits with <br />the policy adopted by a past council to trade off or otherwise <br />dispose of patrol vehicles at around 60 to 65,000 miles. Because <br />of the accountability factor resulting from only two officers <br />using a vehicle during a set period the cars are well cared for <br />and the maintenance policy has worked well to keep repairs to a <br />minimum. <br /> Each vehicle, except for the Investigator's, has a radar <br />unit installed and with the exception of the unmarked patrol car <br />not having a roof mounted light bar each is fully and <br />sufficiently equipped for emergency use. There are two cellular <br />phones, one portable and the other permanent; one in each of two <br />cars. <br /> <br />Physical Plant, <br /> <br />Space is very limited in the offices and patrol areas and <br /> <br /> <br />
