July 24, 1991 <br /> <br /> FIVE YEAR OUTLOOK FOR RAMSEY POLICE NEEDS <br /> <br />The following document is prepared using, for the most part, <br />"guesstimates" as a basis for conclusions. This is because at <br />the present time the economic outlook, both in the private and <br />public sectors is too unsettled for any firm projections. If <br />this were a study to which a lot of time and information <br />gathering effort would be devoted then I am sure that with trends <br />and projections from expert sources a much more reliable <br />conclusion and picture could result. I don't see that that much <br />time and effort needs to be expended at this time however since <br />Councilman Peterson, at the July 23rd council meeting requested <br />more opinion and guidance than hard, confirmed fact and in- <br />depth study. <br />PRESENT, <br /> <br /> The number of sworn personne/ (officers) in the pOlice <br />department at this date is ninej'including the Chief. We have <br />two office persons, a Department Secretary and a Data Entry <br />person. There are no Community Service Officers (CS0's) <br />and no part time personnel. For transportation purposes we have <br />a fleet of five vehicles; four are patrol vehicle (three marked <br />and one unmarked) and one is an Investigator's vehicle. Of the <br />four patrol vehicles two are 1990 Ford Crown Victorias and two <br />are 1991 Ford Crown Victorias. The investigator's car is a 1985 <br />Crown Victoria with over 160,O00 miles. <br /> We have five radar units ranging in age from a 1977 model to <br />the most recent procurement in July of 1990. One of those units, <br />the oldest, is "retired" in that it is used as a fill-in for when <br />the other units are sent in for annual calibration. <br /> As to other equipment, the squads have the standard litany <br />of items including resuscitators, first aid bags, emergency light <br />bars and siren boxes/speakers and shotguns. None of these pricey <br />items are currently part of any formal planned replacement or <br />Equipment Revolving Fund (such a fund does exist but to my <br />knowledge it is sketchy and incomplete. Sandra Helling is <br />working on this.). <br /> Our physical plant consists of a reception/secretarial/- <br />records keeping area encompassing approximately 120 square feet. <br />The Chief's office is 80 square feet, the Investigator's office <br />about the same. The squad room, with nine built in lockers, a <br />copy machine, three desks, an equipment storage rack, a toilet <br />and shower, two computers and other miscellaneous equipment is <br />approximately 220 square feet. There is a garage and evidence <br />storage room beneath part of the PD area and it is about <br />square feet in area. The vehicles are kept in the open, with the <br />exception of one if the garage is not being used for evidence. <br />At this time there are no engine heater plug-ins for the squads. <br />All spare squad equipment, training materials, Bike Roadeo <br />and Crimewatch materials are also kept in these downstairs areas <br /> <br /> <br />
