Several other issues came up during the discussions, but the questions indicated above were <br />specifically addressed to both Mr. Hadtrath and Mr. Olson. <br /> <br />As you will recall, the proposals received for the services of Insurance Agent of Record are as <br />follows: <br /> <br />Hadtrath and Associates <br />T.C. Field and Company <br /> <br />$2,000 per year for three years <br />$4,061 per year for three years <br /> <br />Observatlona: <br /> <br />The City's contract for Insurance Agent of Record requires the following services: <br /> <br />Exposure survey - provide an exposure list, updated annually. <br />Draft specifications for insurance coverage. <br />Obtain proposals and quotes from qualified underwriters. <br />Conduct all negotiations with insurance representatives. <br />Shall serve as an advisor with respect to Loss Control and Safety Engineering Programs. <br />Assist staff and advisors in the application and use of Risk Mangement procedures and <br /> information systems. <br /> <br />Mr. OIson's references speak very highly of the quality services they receive from T.C. Field and <br />Company. As T.C. Field has also served the City of Ramsay in the past, the references are in <br />confirmation of the City's former experience. <br /> <br />During the last three years Mr. Hadtrath has proposed changes to the City's coverage that have <br />resulted in significant cost savings. Staff and Mr. Hadtrath have just recently reviewed the <br />requirements of the contract between the City and Mr. Hadtrath, and Mr. Hadtrath did respond in a <br />timely fashion to the request for information and services. <br /> <br />Staff does have a concern regarding the amount of research time on insurance matters that staff has <br />performed in the past. Although the proposal from Hadtrath and Associates is $2,061 less than that <br />of T.C. Field, this difference will not be saved by the City if staff is performing services that are <br />expected of our Agent of Record. Staff also feels if mis-communication has prevented Mr. Hadtrath <br />from fully performing his role with the City, he should now be given an opportunity to meet the City's <br />expectations. <br /> <br />Staff Recommendation: <br /> <br />It is the recommendation of staff that the City enter into a one year contract with Mr. Hadtrath as <br />the City's Insurance Agent of Record. During this year staff will look to Mr. Hadtrath for the services <br />enumerated in the contract and work closely with Mr. Hadtrath to review our coverages and assess <br />risk. <br /> <br />Committee Action: <br /> <br />Recommend/not recommend to the City Council that a contract be awarded to Hadtrath and <br />Associates for services as the City's Insurance Agent of Record for a period of one year from <br />December 15, 1991. <br /> <br />Review Checklist: <br /> <br />Finance Officer <br />City Administrator <br />Personnel Coordinator <br /> <br />BC: 10/29/91 <br /> <br /> <br />
