Mr. Hartley agreed with Chief Griffin's recommendation that if the
Council agrees to the concept, the Relief Association should be
allowed to define the package, seek bias, obtain the insurance, and
maintain the program. It would eliminate time Staff would have to
spend on It, and he felt the Fire Department is better able to
reach a consensus among themselves as to the operation of the
program.

Mr. Hartley then noted that by tabling Case #3, the Relief
Association has not yet been established. This may give them an
opportunity to write these proposed benefits Into the By-Laws.
Chief Griffin explained the General Fund and Special Fund accounts
of the Relief Association, noting this program would be
ac~nlnlstered through the General Fund, which has alreaay been
established.

Kenneth MallQv. PaDnell Kerr Forster. Cltv's audl~l~ flr~ -
explained the Relief Association is a separate entity ruled by its
own members and Is under the control of Its By-Laws and the amount
of contribution the City allows. Once the money is given to the
Relief Association, the Council no longer has control over those
funds.

In further discussion on the mechanics of administering a
short-term disability program for the Fireflghters, a suggestion
was to have the City ac~nlnister the program for one year until the
Relief Association is established. The Council also suggested the
By-Laws have a provision in it that the funds provided Dy the City
for the program wi]] be used for that disability insurance.
Another suggestion was that the Relief Association provide a copy
of the premium statement as assurance that the funds are being used
for that purpose. Ms. McA]oney also noted a policy will not be in
effect until after the first of the year because bids will be
taken.

MOTION by DeLuca, Seconded by Cich, to have Staff proceed with
short-term ~lsaDi]ity for the Fire Department, seek and receive
bids and get the ball rolling on that for one year, and that the
Association wi]] change their By-Laws; and it will run through
them for the second year and afterwarOs. FURTHER DISCUSSION:
Councl]memDer DeLuca stated It is with the understanding that the
cost wi]] not exceed $5,?50 for the year. Motion carried
unanimously.

CASE #6: Workers' Compensation Claim for Jay Guimont

Mr. Hartley explained Jay Guimont was injured fighting a fire and
is receiving medical benefit from Workers' Compensation benefit
insurance provided Dy the City. Mr. Guimont is concerned that the
]eve] of compensation is not sufficient to meet his immediate
persona] needs and that he was anticipating substantially more

CITY COUNCIL/DECEMBER 11, 1990
