She added that Mr. Trangsrud is present to <br />answer any questions the Council may have. <br /> <br />Councilmember Hardin asked what would happen if Phase II did not become a reality. <br /> <br />CiLv Engineer Jankowski replied that curb, gutter and hard surfacing from the County Road to the <br />shop area would then be required. <br /> <br />Mr. Trangsrud commented he may want to change the road design to allow for easier access and <br />loading for trucks, but the building will remain the same. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Cich to approve the site plan <br />review for the Phase I expansion of Royal Concrete Products with requirements for parking, <br />landscaping, screening, drainage, curbing and hard surfacing to be addressed under Phase 12 of the <br />expansion. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Cich, Hardin and <br />Peterson. Voting No: None. <br /> <br />Case #2: Request for Final Plat Approval of Northfork Links, a Portion of <br /> Northfork P.U.D. 5th Addition; Case of Dennis Peck, North Fork, <br /> Inc. <br /> <br />Zoning Administrator Frolik stated that on May 22, 1990, the Ramsey City Council granted <br />preliminary plat approval to Northfork P.U.D. 5th Addition. The proposed final plat of Northfork <br />Links corresponds to the approved preliminary plat of Northfork 5th Addition with two exceptions: <br />a) A portion of the golf course has been deleted to provide area for the construction of an additional <br />lake (construction will be taken up in the future); b) there is a trail width conflict in the vicinity of <br />the UPA substation. The Park and Recreation Commission approved reducing the trail width in <br />this area from 75 feet to 35 feet. Northfork Links also includes the construction of an overpass <br />over 153rd Avenue N.W. to accommodate pedestrian and golf cart traffic only. Park dedication <br />requirements due on Northfork 5th Addition are platting of trail corridors and $500.00 per <br />residential lot ($7,000.00), which is in accordance with the May 9, 1989 Northfork P.U.D. Park <br />Dedication Agreement. <br /> <br />City Engineer Jankowski provided a color coded map of the subject area. He also stated that a <br />drainage analysis had been prepared by Probe Engineering and there are no problems. <br /> <br />Dennis Peck and two gentlemen from Great Scott Golf gave a pictorial presentation to the Council <br />with regard to what the club house, golf course, etc will look like upon completion. Mr. Peck also <br />mentioned that the development agreement states there will be maintenance traffic on the bridge <br />and he's decided that it will be used by golfers only. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to adopt Resolution <br />#92-01-017 ~anting final plat approval to Norrhfork Links, a subdivision of Nonhfork Planned <br />Unit Development 5th Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich and Beyer. <br />Votin~ No: None.
