, Per~~ Stsz~lard~ - Signs § 9.12 9.12 Signs. 9.12.01 Purpose. The purpose of this ordinance is to protect and promote the general welfare, health, safety and order within the City of llamsey through the establishment of a comprehensive and impartial series of standards, regulations and procedures governing the erection, use and/or display of devices, signs or symbols Berving as a visual communicative media to persons situated within or upon public right-of-ways or properties. The provisions of this ordinance are intended to encourage creativity, a reasonable degree of freedom of choice, an opportunity for effective communication and a sense of concern for the visual amenities on the part of those designing, displaying or otherwise utilizing needed comrn,micative media of the types regulated by this ordinance, while at the same time assuring that the public health and welfare is not endangered. 9.12.02 Definitions. The following definitions shall apply in the interpretation and application of this chapter and the following words and terms, wherever they occur in this ordinance, are defined as follows: Accessory Use mesns a use which is subordinate to the principal use being made of a parcel of land. Exsmples: Identification signs, off-street parking, off-street loading, telephone booths, etc. Advertising Sign means a sign, generally known as a billboard, which is used to advertise products, goods or set,Sees. Address Sign means identification numbers on]3,, whether written or in n-merical form. Area Identification Sign means a free-standing sign which identifies the name of a neighborhood, a residential subdi~dsion, a shopping center consisting of three or more structures, or any combination of the above. Bon,~ers and Pe,~nsnts mean attention getting dexdces which resemble flags and are of a non-permanent paper, cloth or plastic- tike consistency. Bench Sign means a sign which is affaxed ~o a bench at a bust stop. Business Sign means a sign relating in its subject matter to the premises on which it is located, or to products, accommodations, se.~fices or act~¢~ties on the premises on which it is located. Church Directional Sign means a sign which bears the address and/or name of a church and directional arrows pointing to a church locazion. Cm~opy ~nd Marquee means a rooDlike struczure projecting over the entrance zo a tJnea~er, s~ore, etc. District refers %o a soecific zon/nE disz~c% as defined in the zoning ordinance.
