The Council agreed that the Personnel Committee should interview Mr. Goodrich to discuss the <br />terms of continued employment, then make a recommendation to the Council as to his re- <br />appointment or to look at other firms. <br /> <br />8. Consultan! Engineering Services for 1991 <br /> <br />Mr. Jankowski presented copies of his proposal for those areas of engineering where the City <br />should assume responsibility and those in which typically a consulting firm should be retained. <br />His primary goal is for his Department to assume the ministerial or administrative-type duties over <br />the next twelve month period. He also proposed that his Department handle routine public <br />improvement projects which are under $250,000. Consultants should be retained to handle the <br />large projects or those of a unique or complex nature. He would like to give developers the <br />alternative of hiring their own engineer and submitting engineering plans to the City for review or <br />having the City prepare the. engineering plans. <br /> <br />Mr..]ankowski felt it is necessary to have a Comprehensive Plan in place, and those planning <br />documents should be done by a consultant because of their expertise, experience and the large <br />amoum of time it takes to prepare, time thai Staff does not have. He also felt it is important to <br />develop a relationship with that particular consultant and to use the same one for subsequent <br />updates for continuity and cost savings~ <br /> <br />Mr. Jankowski also recommended that if the Council conrinnes to oppose the landfill expansion, <br />the existing consultants in place be continued for that purpose as they already have the back~ound <br />and the expertise in that area. He again noted the need for a Staff liaison with the Park and <br />Recreation Commission, as that has been done by Hakanson Anderson Associates, Inc. <br /> <br />Council stated the,,,, are looking for greater accountability from the consultants. The:>, also <br />suggested that Mr. Jankowski come back to them as to which employee he would recommend to <br />be the liaison with the Park and Recreation Commission. The item is to be on the January 22, <br />1991 Council agenda. <br /> <br />9. 1991 Budget <br /> <br />Councilmember Peterson reviewed the efforts of the Budget Committee and Council regarding the <br />1991 budget. He recommended that for 1992, the Budget Committee start meeting in April or <br />Ma:>,, and that the Council receive updated monthly totals for each Department to continually re- <br />examine costs. <br /> <br />Councilmember Beyer stated she and Councilmember Hardin were going to review the 1991 <br />budget, though they need the 1990 actual totals for each line item from Staff first. She also noted <br />the budget itself is rather complex, hoping that it can be simplified. <br /> <br />Miss Ashley a~eed, stating she too would like to see it simplified. She will provide the final <br />updated cop.,,, of the 1991 budget next week. <br /> <br />10. Landfill Issues <br /> <br />54_r. Jankov,,ski stated he would prepare a memo for the Council updating on the status of the <br />proposed Site P landfill.
