11. Cily-Wide Recycling Program Councilmember Peterson stated the Council decided to operate the program the first six months; however, nov., a decision must be made on how it will be financed and whether or not to continue letting Ace Solid Waste Management bill the City or have the City bill directly. Councilmember Beyer recommended each hauler take care of his own customers so the City doesn't get involved in it. Each hauler could be asked to pay a fee for the privilege of collecting garbage in the Cit'3', with that fee being used to fund the recycling rather than billing the individual for it. The hauler would obviously pass that fee onto the customers. It would be an ordinance amendment to have the haulers responsible for each resident they contract with. That would also reduce the amount of Staff time on this matter. Councilmember Beyer also stated the City should be getting a copy of the tonnage report of recycled materials from the haulers. Mr. Jankowski stated he will check into the matter further. The Council preferred not to have city-wide billing for recycling and asked that the Chy Attorney look into Councilmember Bever's suggestion. Staff also noted there have been some complaints about the City's recycling efforts, suggesting more effort be made in public relations to make residents aware of what is being done. Council asked that Staff keep track of those complaints. 1 2. Council / Staff Communications Councilmember Peterson noted this item was addressed at the beginning of the meeting. He stated the Council will be there to help, assist and talk with the Staff. Council needs to be advised of any problem areas, both Staff and Council need to act in a professional manner, and Council needs to take the initiative to be informed on tasks and policies of each Department. Ms. Ott noted former Councilmember Pearson attended the Planning and Zoning Commission meetings and acted as liaison to the Council. She asked if the Council wishes to continue having a Councilmember at their meetings. After a brief discussion, the Council considered rotating their attendance at Planning and Zoning Commission meetings. Ms. Frolik also noted the City Charter requires the Mayor to give a State of the City address in February and that it be published in the February issue of the newsletter. Mayor Gilbertson stated that he will have it prepared. 13. Personnel Policies . Representation by Bargaining Unit Councilmember Peterson stated it is the intent that the con'm'fittee appointed at the last meeting will negotiate with both unions with the hope of obtaining a settlement quickly and professionally. They intend to deal with people fairly and honestly. Ms. McAloney stated the AFSCME union is ready for mediation, though she hoped it could be averted if the committee can negotiate a remedy before that mediation. She will get the back~ound for the committee. She also felt that the issue of comp time needs to be discussed by the Personnel Committee.
