EDA Weekly Update: <br />Rum River Hills Development. Rum River Hills Golf Course (herein referred to as RRH) has <br />been in communication with the City of Ramsey for numerous years in regard to a potential <br />residential development connected to their existing golf course. The residential development <br />would occur on their existing property along HWY 47. The addition of homes would require <br />relocation of the impacted golf holes. RRH has identified City -owned property directly west of <br />their property (commonly referred to as the water tower property), and private property further <br />west to house the relocated golf holes. RRH has involved City Staff in analysis of numerous <br />conceptual designs. Considerable Staff time has been spent reviewing numerous conceptual plans. <br />Staff and others have expressed excitement and support for the concept. The concept directly ties <br />to the health of the 1 67th/HWY 47 commercial node and the recently adopted "Statement of <br />Goals ". <br />The RRH proposed project may contain 150+ housing units, a restaurant, trails and more. RRH <br />has specifically requested financial support of an underpass at 167/47 intersection for <br />carts /recreation, sewer to be extended to the development and dedication of the "water tower" <br />property. Staff's direction and recommendation of next steps to RRH is to involve a developer. <br />Once a developer is involved an analysis of the viability of the project (market support and <br />financially reality) will occur. With that analysis (the sources and uses statement, pro - formas – <br />financials in general) the City will determine its level of participation, if any. Until that occurs, <br />Staff feels we cannot respond to requests for City assistance. At this point, without a developer <br />involved, the project is conceptual. Staff has not received any financials or site plans to date. Staff <br />has respectfully reiterated to RRH that a developer needs to be involved to facilitate /analyze the <br />project. <br />Staff has guided RRH back to the next steps mutually agreed upon —the need to involve a <br />developer and financials in order for the City to respond. RRH believes the water tower property, <br />now listed through CBRE, is crucial to the proposed project. Now that it is listed, RRH has <br />concerns that the property may sell, thereby making their project unworkable. Staff has <br />communicated The RRH may submit an LOI on the property through CBRE and negotiate an <br />option agreement that would preserve their ability to purchase the property. Staff has reiterated <br />that holding the property based on speculation for RRH is an act contrary to the adopted Statement <br />of Goals, but that we would work with RRH to try to accommodate their schedule. Staff has been <br />informed that RRH may be contacting various Board Chairs or City officials to discuss the project. <br />Please contact Ted LaFrance (763- 433 -9830) with any direct questions. <br />Potholes, Potholes, and more Potholes! The number and severity of potholes you will encounter <br />while driving this spring will likely be much greater than in recent years due to this winter's <br />extremely cold temperatures. However, City and County crews are prepared to respond. The City <br />of Ramsey currently has staff members working full time in the field to temporarily repair potholes <br />on city streets, then once the ground thaws permanent pothole repairs will begin. To report <br />potholes on city streets, please call the Street Maintenance Department at 763 - 427 -8254 and <br />repairs will be made as soon as practical.
