Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #14-03-042 A RESOLUTION ADOPTING FINDINGS OF FACT #0923 RELATING TO A REQUEST FROM BETH EDWARDS TO CONDUCT BEE KEEPING ACTIVITIES AT THE PROPERTY LOCATED AT 16101 TURNBERRY TURN NW. WHEREAS, Elizabeth Edwards, hereinafter referred to as the "Applicant," has properly applied for a Conditional Use Permit to conduct bee keeping activities on the property generally known as 16101 Turnberry Turn NW and legally described as follows: Lot 15, Block 1, Northfork Highlands Addition, Anoka County, Minnesota ("Subject Property") NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determined to be as follows: 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 117-51 of the Ramsey City Code on March 6, 2014, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 2. That the Subject Property is zoned PUD (Planned Unit Development). Surrounding properties are also zoned PUD (Planned Unit Development). 3. That the property east of the Subject Property is part of the Links at Northfork Golf Course. 4. That the Subject Property is approximately 1.51 acres in size. 5. That bee keeping is identified as a conditional use in City Code Section 10-1 (Keeping of Certain Animals, Livestock, and Poultry). 6. That on February 10, 2014, the Applicant submitted an application requesting a conditional use permit to conduct bee keeping on the Subject Property. 7. That the Applicant and her husband, David Edwards, own and reside at the Subject Property. 8. That the Applicant will maintain one (1) honeybee colony on the Subject Property initially and if it successfully overwinters, it will be divided into two (2) colonies in 2015. 9. That each hive would be approximately eight (8) cubic feet in volume (17" x 22" x 36"). 10. That there is a drainage and utility easement across the eastern most fifty-five (55) feet of the Subj ect Property.
