Mr. Jankowski stated the City would require the Oeveloper to grade <br />the entire road from St. Francis ~)v6. to the end. At a future <br />point In time when paving Is petitioned for, it would be lnstalle~ <br />under the special assessment proceOure. <br /> <br />Mr. Gerald Bauer agreed to the proposal. At the time it is <br />blacktoppeO, he would discuss with the City Engineer whether to put <br />In curb or a ditch section. He also stated the road is out of <br />alignment, presently encroaching on Tom and Bonnie King. He <br />thought possibly the whole road could be shifted to the south In <br />the easement to stay away fro~ that house. <br /> <br />Mr. Tom King, 5915 177th Avenue NW, stated as long as the road does <br />not bother his fence, he would have no objections. <br /> <br />Mayor Gllbertson suggested meeting on site with Mr. Jankowskl, Mr. <br />Bauer and affected neighbors once the documentation is completed so <br />everyone would know the effect of the future street. <br /> <br />Mr. Jankowskl personally preferred the street to be In the middle <br />of the right-of-way; however, If It provides a hardship for some of <br />the residents, he had no problem moving It somewhat. <br /> <br />Councllmember Beyer asked about the Park Board recommendation to <br />waive the park dedicate fee until the bulldlng permit Is issued. <br /> <br />Mr. Frollk explained the City Code requires collection of park <br />dedication at the time the plat ts recorded. Attorney Goodrich <br />concurred that based on the ordinance, the fees must be paid at the <br />time of recording. <br /> <br />Ms. Frollk also explained that on Lots 2 and 3, park dedication <br />fees are charged against only one unit. If the property is <br />resubdlvided in the future, they will get creUtt for one unit and <br />will have to pay park dedication for the remaining acreage. <br /> <br />MOTION by Councllmember Peterson, Seconded by Councllmember Cich, <br />to adopt Resolution #91-04-076 granting final plat approval to Echo <br />RidGe contingent upon approval of the grading plans. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers <br />Hardin, Peterson, Beyer an~ Cich. Voting No: None. <br /> <br />CASE # 4: Request for AcUustment to Escrow Account Charges <br /> <br />Mrs. Helling revieweO the background of Mr. Glen Rychner's request <br />to aG3ust the charges made against the escrow account for the first <br />Conditional Use Permit application for Aluminum Recycling, Inc. to <br />operate an aluminum processing center at 14280 Sunfish Lake <br />Boulevard.
