• Can the position be filled internally? I am not aware of any person that <br />meets the education and experience requirements of all duties required. <br />• What is the impact (i.e., to residents, business owners, employees, and/or <br />operations) if the position is not filled? The impact would be a delay in <br />time to all parties mentioned, if for example, our current IT is out -of -the <br />office or solving another problem. As mentioned earlier, any down time <br />to an employee is a cost in lost production. <br />• Can the service provided be reduced, eliminated, or contracted out? The <br />service cannot be eliminated. In contracting out, you are at their mercy <br />for when they can attend to the city's needs which affects employee <br />productivity and customer response. <br />• What is the budgetary impact if the position is not filled (e.g., additional <br />overtime/compensatory time off costs). The budgetary impact would have <br />a direct impact if a contracted service needed to be contacted. An indirect <br />impact would be the cost associated with employees not being able to <br />perform their job duties. <br />• What are the circumstances that warrant the creation of this new position? <br />The city is ever -advancing in its tech needs. Not only do we have a new <br />fiber line connecting city hall, fire & pw, but as listed several times the <br />ever -changing advancements in technology. Something that was <br />purchased a year ago, can be considered obsolete in the IT world. The <br />city's goals and mission are to provide an outstanding level of service to <br />the public and employees and this helps serve that mission. <br />2. What is the total annual cost of the position (e.g., salary, taxes, benefits, equipment, etc.)? <br />This position would be for twenty hours per week. The position is budgeted at step 1 <br />and would be a total expense of approximately $24,100 for year 2014. <br />
