Evaluation Criteria for Vacant and New Positions <br />1. Is the position essential? <br />The position is essential. The position will provide backup to our current full- <br />time position. The IT needs of the city have increased dramatically over the last <br />few years as technology needs have greatly increased. IT's function is not only <br />maintaining the city's computer -server system, but the city's phone system, <br />signage, cameras and website (to name a few). With having only one staff <br />member, there is no reliable backup if that person is sick, on vacation or dealing <br />with another issue. Currently have to rely on police department staff member or <br />call in for contracted services which adds an extra cost. <br />Is the position critical? <br />Critical positions are positions that are, for example, one -position job classes or <br />positions with duties that cannot be modified, reassigned or eliminated. Detailed <br />responses to the following questions will be required in determining whether or <br />not a position is "critical" to providing high -quality services to residents, business <br />owners and/or employees: <br />• Explain how this position is key to achieving the strategic goals identified <br />by the City Council. One of the Strategic Imperatives of the city is to <br />provide an effective organization. Timely IT support is needed for the city <br />to provide a high-performance work environment and workforce. <br />• Can the duties be re -engineered or automated? Years ago, the city had <br />out -sourced it's IT needs, this proved more costly than beneficial, as not <br />only was the city paying an elevated contract price, but also the cost that is <br />related to employee down time. <br />• Can the duties be reassigned temporarily or permanently? The position <br />has its own set of skills that require a special skill set and education. A <br />select few individuals could probably "fill in" on a very limited basis, but <br />again these individuals also have their own job duties to perform. <br />• Can the position remain unfilled temporarily or permanently? Please <br />explain. The position needs to be filled permanently. IT needs are only <br />increasing as technology is ever -changing and advancing and the city <br />wants to remain current in this field. <br />
