Submission Form
Mississippi National River and Recreation Area
For Consideration in Five -Year Alternative Transportation System Implementation Plan
November 4, 2013
Project Title: Mississippi Skyway
Contact Information: Mark Riverblood
Parks & Asst. Public Works Superintendent
Project Description (one paragraph in length)
In the description, please include:
• Location (please include project start and endpoints, preferably as lat/long)*
• If a trail, dimensions (length and width) and surface type
• Who it will benefit/how will it improve access to MISS and the River
• Proximity to transit facilities and MRT
• Desired implementation year/schedule
• Where match would come from
• Explain how you would partner with MISS on this project
The Mississippi Skyway will be the nexus of Alternative Transportation in the
'headwaters' of the MISS, connecting Metropolitan Transit's Northstar Commuter Rail
and bus service from Ramsey's transit facility to the Mississippi West Regional Park on
the other side of US Hwy's #10 & #169; (beginning at a Longitude of 93.46, Latitude
45.2317 to Lon. 93.46 to Lat. 45.2306). The 210' foot Skyway will be a covered structure
at either 10' or 12' foot interior width (dimensions determined as an outcome of the
$100,000 Transit Oriented Development grant that funds geotechnical, permitting and
design). Access to the MISS and the River is improved by providing connection of Met
Transit's services to the existing trail south to the River through the Regional Park, as
well as eliminating the pedestrian barrier of the highway - and at the same time, linking
existing trail facilities on both sides of the Hwy's that the Skyway will span. Nat'l Park
Service visitors will also benefit by connection of the support services available in the 320-
acre pedestrian oriented development adjacent to the 800 stall parking ramp and
Municipal Center. Bids have been awarded for the MRT scheduled for completion in
2014 that will quite literally connect to the 'touchdown' point of the south side of the
Skyway. Construction of the Skyway in 2016 would coincide with the $1,120,000
Federally funded extension of the MRT all the way west from the touchdown point, to
beyond MnDOT's Wayside Rest at the border of Sherburne County and the City of Elk
River. The Skyway funding match would be from the Cooperative Agreement identified
