Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-01-005 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0920 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE AN INDOOR <br />SHOOTING RANGE <br />WHEREAS, on December 26, 2013, Total Defense Inc., hereinafter referred to as <br />Applicant, properly applied for a conditional use permit to operate an indoor shooting range on <br />the property generally known as 6001 167th Ave NW and legally described as follows: <br />Lot 2, Block 1 Muller Addition, Anoka County, Minnesota. <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 117-51 of the Ramsey City Code on January 9, 2014, and that <br />said public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br />2. That the Subject Property is approximately 2.08 acres in size. <br />3. That the Subject Property is located in the B-1 General Business zoning district. <br />4. That the adjacent parcel to the north is zoned R-1 Residential (Rural Developing) and the <br />parcels east, west and south are all in the B-1 General Business zoning district. <br />5. That the Applicant has also submitted an application for a Zoning Amendment to amend <br />the B-1 General Business zoning district to include indoor shooting range as a conditional <br />use. <br />6. That the Applicant currently operates its retail and self-defense training business in Ramsey <br />and wants to expand their operation to include an indoor shooting range. <br />7 That Java Enterprises LLC presently owns the Subject Property. <br />8. That the Applicant will construct a one (1) bay indoor shooting range with ten (10) lanes <br />initially and if successful, would construct a second indoor bay with up to ten (10) <br />additional lanes. <br />9. That the indoor shooting range would be constructed within the existing building on the <br />Subject Property. <br />10. That the exterior walls of the existing building on the Subject Property consists of twelve <br />(12) inch cement blocks filled with insulation and the indoor shooting range would consist <br />
