15. Requirements for Building and Occupancy Permits. No building permit for any lot in the <br /> Plat shall be issued until: (a) a Class 5 driving surface is installed to within 300 feet of the <br /> structure; (b) a Certificate of Survey, including that survey information required by the <br /> CITY has been supplied to the City Building Official, including verification that the building <br /> elevation is at least two (2) feet above the 100 year flood elevation; (c) all the financial <br /> guarantees required by the CITY have been satisfied; (d) the City has been provided with a <br /> copy of the Lower Rum River Water Management Permit; and (e) the final plat has been <br /> recorded. It is the intention for Lots 1-4, Block 1 to be custom graded in order to conform <br /> with the adopted Tree Preservation plan. As part of the building permit submittal for Lots 1- <br /> 4, Block 1, the applicant shall include the location of existing trees on the survey submitted <br /> as part of the building permit and identify which trees shall remain and which ones will be <br /> removed. Prior to the release of the building permit, City staff will review the location of the <br /> proposed housepad to ensure that the maximum amount of quality trees are preserved. No <br /> construction will be allowed on the site until the City approves the tree removal plan. The <br /> CITY reserves the right to suspend all building activities upon the CITY being notified by an <br /> outside agency that the appropriate permit(s) was not obtained from the applicable agency. <br /> Approval of the building foundation requires a certificate of elevation signed by a licensed <br /> (State of Minnesota), professional land surveyor, verifying that the elevation complies with <br /> the approved grading plan for the Plat. No occupancy permit for any lot in the Plat shall be <br /> issued until: (a) vehicular access to the lot is provided including the installation of at least <br /> one layer of bituminous surfacing; (b) all utilities are in place, operational and accepted by <br /> the CITY; and (c) boulevard sod and landscape trees, or escrow for same, have been <br /> provided; (d) for lots that have a slope of less than 2%, a certificate of grading, prepared by <br /> a licensed (State of Minnesota), professional land surveyor, must be provided to the City <br /> documenting that the flattest grade on the lot is 1% or greater. <br /> <br /> SECTION IV <br />PARK DEDICATION <br /> <br />16. Cash, Land, and Park Improvements. The Plat is located in the Rum River Recreation <br /> District. Park dedication requirements shall be satisfied by a cash payment in the amount of <br /> Sixteen Thousand Two Hundred Dollars and no cents ($16,200.00) (9 x $1,800.00). The <br /> previously existing homestead is exempt from this fee. This payment shall be made to the <br /> City prior to the release of the Final Plat for recording. <br /> <br /> SECTION V <br />TRANSPORTATION AND LANDSCAPING <br /> <br />17. Park Trail Development and Fees. The City Council has established a trail development fee <br /> in the amount of Four Hundred Seventy Five Dollars and no cents ($475.00) per lot. The <br /> previously existing homestead is exempt from this fee.
