CASE <br /> <br />PARKING LOT CONSTRUCTION FOR ELMCREST PARK <br /> By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As City Council is aware, the 2003 Capital Improvement Program identifies $215,000 for the <br />creation of parking lots and the extension of the neighborhood street as a park drive into <br />Elmcrest Park. <br /> <br />During the months of April and June of this year, the Park and Recreation Commission refined <br />the various layouts and concepts for Elmcrest Park's parking lots and park drive. The reviews <br />included input from the Ramsey Youth Athletic Association, the Police Chief, and other staff. <br /> <br />At the June 24th, 2003 Finance Committee meeting, the concept plan was approved of, and staff <br />was directed to disseminate RFP's for engineering services to assist City staff with the <br />construction of the project. The proposals have been received with Hakanson Anderson <br />Associates, lnc. the lowest cost firm submitting, at $48,840, with a $13,000 contingency amount <br />identified. <br /> <br />Observations: <br /> <br />The purpose of this case is request City Council approve a not-to-exceed amount of $62,000 for <br />the preparation of plans, specifications and engineering services for the construction of the <br />improvements mentioned above. <br /> <br />Attached is a revised proposal from Hakanson Anderson, which summarizes the estimated <br />design costs, as well as the estimated construction costs of $585,000. (Please note that this does <br />not include any tree installation, which should occur shortly after the construction of the <br />hardscape elements.) <br /> <br />Staff is not recommending approval of the improvement project, but is requesting a portion of <br />the approved Capital Improvement Program dollars for all of the activity necessary to obtain the <br />bids for the proposed improvements to Elmcrest Park. Additional information will be available at <br />the meeting. <br /> <br />Committee Action: <br /> <br />Motion to recommend City Council approve the use of Park Trust Fund monies for Elmcrest <br />Park, at a not-to-exceed amount of $62,000, and directing staff to enter into an agreement with <br />Hakanson Anderson Associates Inc. to perform the services. <br /> <br />Reviewed by: <br />Parks/Utilities Supervisor <br />Director of Public Works/Fire Chief <br />Principal City Engineer <br />City Administrator <br /> <br />CC: 12/16/03 <br /> <br /> <br />
