CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramscy City Council conducted a City Council Work Session on Monday, December 1, <br />2003, at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Menlbers Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councihnember David Elvig <br />Councilmember Patti Kurak <br />Councihnember A1 Pearson <br />Councilmember Gerald Zimmerman <br /> <br />Mcmbcr Abscnt: <br /> <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br /> <br />CAIJi, TO ORDER <br /> <br />Mayor Gamcc called the City Council Work Session to order at 7:05 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Tllcrc was llOlle. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) PACT Charter School <br /> <br />Finance Officer Lund explained that members of the PACT Charter School infom~ed staff <br />Wednesday morning that they were going to be issning a bond for $11.5 million and asked if the <br />City would put their name on the application. She presented a letter to the Council from Briggs <br />and Morgan explaining the revenue bonds. Ms. Lund explained that the bonds would be "pass <br />through bonds" so the City would not be responsible for any of the debt. The City of Rarnsey <br />name would be placed on the application so that the school could receive a low bonding rate. <br /> <br />Councillncmber Kurak inquired if it would hurt the City's bond rating. <br /> <br />Finance Officer Lund replied no. <br /> <br />City Council Work Session/December 1, 2003 <br /> Page 1 of 7 <br /> <br /> <br />
