Motion by Councilmen~ber Kurak, seconded by Councilmember Pearson, to recommend that the
City Council authorize staff to begin the recruitment processes for new positions.

Motion carried. Voting Yes: Chairperson Cook, and Councilmembers Kurak and Pearson.
Voting No: None.

Case #4: Discussion Regarding tile Application Process for Boards and Commissions

t-luman Rcsourccs Manager Reed reviewed that at the October 28, 2003 City Council meeting,
the City Council directed staff to develop a questionnaire, based on the City of Plymouth's
questionnaire, for board and commission applicants to complete and submit to the City when
they wish to be considered for a vacancy. That questionnaire was presented for the Committee's
review. The intent of the questionnaire was that each interviewer would score each application.
The Human Resources Manager will total the scores and invite the top five scorers to interview.
If the Personnel Committee moves to adopt the questionnaire, the appropriate amendrnents will
be made to the City's Policy for Appointing Board and Commission Members. In addition, this
past summer staff' solicited input from advisory group members regarding questions used to
interview board and commission applicants. At the October 28, 2003 City Council meeting, the
City Council directed staff to solicit input from staff liaisons regarding possible interview
questions. Staff presented those questions for Committee review.

The Personnel Committee reviewed the list of questions and directed that the following two
questions should be asked for all boards and commissions:

· You and another board member have a difference of opinion on a matter. How do you
work through tile problem?
· t-low would you react after spending substantial time on a project only to have the City
Council not accept your recommendation?

Councilmcmber Pearson stated that he thought it was important to ask the question what the
applicant thinks the duties are.

Councilmember Kurak inquired if this was something the Committee had to handle tonight.

I-Iuman Resources Manager Reed replied no.

Councihnembcr Cook suggested that they take the two broader questions from the public safety
board and then take three questions related to each of the commissions.

ltuman Resources Manager Reed inquired if the Committee wanted her to put together a list of
questions roi' each of the different commissions.

CollSCllStlS was yes.

Personnel Committee/November 25, 2003
